Josephine Newbury teaching children about corn and other plants at the Josephine Newbury Demonstration Kindergarten, Richmond, Va. <br /><br />Before the Newbury Center opened in 1957, there was no education available in a school setting in Richmond or the surrounding counties for children younger than five. Preschool itself was an innovative concept then. This new purpose-built facility was created to become a model preschool for the training of teachers and the design of innovative curriculum. Professor Josephine Newbury of the Presbyterian School of Christian Education, Richmond, Va., established the school.<br /><br />The professional images in this collection are the work of the Dementi Studios, one of Richmond's foremost portrait and documentary photographers. The series was made shortly after the Demonstration Kindergarten opened in 1957. They present an idealized image of childhood experience, social expectations, and gender roles, as well as the educational philosophy and methods of the time.

Children play in a pretend grocery store, Josephine Newbury Demonstration Kindergarten, Richmond, Va.
Description
An account of the resource
Four children are shown playing in a pretend grocery store. One boy uses a play phone and writes a message; a girl retrieves items from the shelves; another girl pretends to check out while a boy uses a toy cash register to ring up the sale. <br /><br />The Newbury Center was fully accredited by the Virginia State Department of Education as a kindergarten and as a training venue for teacher certification. Summer training workshops were attended by students from 13 Virginia universities. Education majors from VCU and VUU could do their student teaching there. Nurses in training in pediatrics at Richmond Memorial, MCV and Johnston-Willis hospitals came to fulfill their requirements in education and socialization of the young child. <br /><br />The building included a mirrored glass panel running the full length of one wall in the main classroom, behind which up to 20 visitors could observe the children and their teachers. The observation room was soundproofed and air-conditioned. A microphone and speaker system made it possible to listen to the activities in the classroom. This facility was considered very advanced for its time; it was modeled after the teacher training lab at the University of Maryland. <br /><br />Before the Newbury Center opened in 1957, there was no education available in a school setting in Richmond or the surrounding counties for children younger than five. <br /><br />The photographs in this series present an idealized image of childhood experience, social expectations, and gender roles, as well as the educational philosophy and methods of the time.

<p>Woman’s Exchange January 8, 1932</p>
<p>The Richmond Exchange for Woman’s Work is the first woman’s shop established in Richmond which has been in continuous operation for almost fifty years. It was established in 1883 to assist ladies who, in 1883, felt their privacy would be violated and their pride tarnished if the public knew they were forced to work for money. Now we know that what a woman can do is her greatest ornament and that she always consults her dignity by doing it.</p>
<p>Now we have meetings where Consignors and Board Members discuss every phase of our mutual business.</p>
<p>There are among the consignors some of your best friends and mine.</p>
<p>They are from the best levels of our citizenship – much respected and self respecting women.</p>
<p>Without exception they are women who cannot go out into active business. Most of them have children or invalids at home who cannot do without them, or perhaps their husbands have had bad luck and cannot make ends meet. They show a notable gallantry by throwing their strength into helping their family to be self supporting upstanding citizens.</p>
<p>The Exchange is not a charity, - it is a philanthropy.</p>
<p>We simply give women a chance to help themselves.</p>
<p>As a shop we are obliged to meet tremendous and increasing competition.</p>
<p>We try to meet it by defeating it.</p>
<p>We try to give honest value, courteous and efficient service and the very best quality in town.</p>
<p>In our foods we tolerate no substitute for the best materials.</p>

<p>We have lately put on a second delivery and we send to Westhampton and to Ginter Park.</p>
<p>We are constantly trying to introduce novelties in all our departments.</p>
<p>We have many services which the public does not always realize.</p>
<p>We make aspics and desert to order.</p>
<p>We mend fine bead bags and wash and darn delicate laces and old lace curtains.</p>
<p>We restore antique, painted trays.</p>
<p>We print stationery, --just like you get from Peru, Indiana, at the same price, - and more promptly.</p>
<p>We take for sale some young woman’s treasured bit of glory, that must be sacrificed because her husband has lost his job, or some frail old lady’s paisley shawl or piece of family silver.</p>
<p>The Superintendent gives these facts about some of our present consignors</p>
<p>A-says that through her sales she has been able to keep her two boys at school.</p>
<p>B-says that her sales of cake and fancy articles enabled her to have her daughter taught the violin which she is now teaching to others.</p>
<p>C-says her sales have made it possible for her to take care of an invalid mother and stay at home with her.</p>
<p>D-says her sales have given her the means to help to keep her sister at the Blue Ridge Sanitarium.</p>
<p>E-could not hold her home together without the Exchange.</p>
<p>We have over two hundred consignors.</p>
<p>It is not an easy job that we do.</p>
<p>We have only a thirty thousand dollar endowment invested in mortgage bonds.</p>

<p>The consignors pay us twenty per cent commission, -which is only about two-thirds of what it costs any shop to do business.</p>
<p>We have a small amount from subscriptions and consignors membership tickets.</p>
<p>One of our greatest difficulties has been to keep our promise to pay the consignor on the first pay day after her article is sold.</p>
<p>This is difficult because some of our patrons are careless about paying their bills. They do not realize that we have no working capital and that their delay is a very serious embarrassment for us, and has often sent us to borrow from the bank where we have to pay interest.</p>
<p>We rarely beg, but we do have a constant struggle to make ends meet.</p>
<p>If we ever have to shut up our business it will throw about two hundred women out of employment.</p>
<p><span style="text-decoration: line-through;">We do not ask pity,</span> - we <span style="text-decoration: line-through;">only</span> ask that you will try our shop.</p>

It proved my belief that, "if people are given a clear picture of the voting situation, they will cooperate". <br /><br />The people in Meridian and Jackson are well on their way toward increasing their voting strength and becoming first-class citizens. Your future activities will tell what Y O U are going to do in your city. Talk to your neighbors and invite them to join your group. A large attendance will be an inspiration to all concerned. <br /><br />It is my sincere hope that your organization will be a guiding light for other communities all over Mississippi to follow. This booklet was distributed by the Virginia Commission on Constitutional Government (VCCG) in opposition to the Voting Rights Act of 1965. The Commission began in 1958 and existed until the late 1960s. <br /><br />Led by David J. Mays, a prominent lawyer and advisor to Virginia’s commission on the response to the <em>Brown v. Board of Education</em> decision, it advocated nationally for states’ rights and conservatism, and eventually distributed over 2 million published pamphlets, brochures and speeches. <em>The Constitutionality of the Voting Rights Act of 1965</em> argues against the Voting Rights Act. Robert Y. Button (Virginia’s Attorney General at the time) made a typical VCCG argument in stating that the Act “attempted to erode the basic concepts of constitutional government in which the individual States are acknowledged to be sovereign” and is “patently unconstitutional.” <br /><br />Excerpts: <br /><br />pp. 8-9 "the Supreme Court of the United States has repeatedly declared that a State is free to conduct its elections and limit its electorate as it may deem wise, except as its actions may be affected by the prohibitions of the Federal Constitution, and that the power of Congress to legistlate at all the subject of racial discrimination in voting rests upon the Fifteenth Amendment and extends only to the prevention by appropriate legistlation of the discriminatiion forbidden by that Amendment..."<br /><br />p. 14 "I do believe, however, -- as Mr. Justice Harlan made clear...that the Framers of the Constitution:<br /><br />'staked their faith that liberty would proper in the new Nation not primarily upon declarations of individual rights <em>but upon the kind of government the Union was to have. </em>And they determined that in <em>a government of divided powers</em> lay the best promise for realizing the free society it was their object to achieve.' (Italics supplied [by Button]. <br /><br />One aspect of this governmental edifice which the Framers sought to erect, and which H. Dillard (of Franklin County, Va.), General Assembly, Richmond, Va. <br /><br />Calhoun is opposed to the Fifteenth Amendment (which prohibits the federal government and each state from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude") and the ratification of the proposed "Anthony Amendment" (which would become the Nineteenth Amendment). The letter associates woman suffrage, African American suffrage, and socialism. <br /><br /><br />The organization's platform is printed on this letterhead near the top of the page. <br /><br />"Platform:--The Alabama Male Association Opposed to Woman's Suffrage--<br />Stands for HOME and NATIONAL DEFENSE aggainst Woman's Suffrage, Feminismand Socialism. For MAN-POWER in Government, believing that Democracy must be STRONG to be SAFE. For the PRESERVATION of the established foundations of the American Republic as a Model for the World. For the RECOGNITION and ENFORCEMENT of the INHERENT RIGHT of EACH STATE to control the question of Woman's Suffrage for ITSELF. For EFFICIENCY and PROGRESS without Waste and Duplication in Government. For the CONSERVATION of the BEST WOMANHOOD of all conditions and stations in life, along NON-PARTISAN lines, so that the interests of Womanhood, Childhood and Civilization may be advanced FREE from the strife and division of politics, factions and parties. For the retention of the BEST IDEALS of the past, adapted to the advantages and opportunities given women under modern conditions, so that the FUNDAMENTAL PRINCIPLES of Morality, of Patriotism and of World Progress may be more firmly established in the present and future generations."<br /><br />Excerpt of letter text:<br />"Susan B. Anthony was instrumental in securing the Fifteenth Article to the Federal Constitution, the adoption of which has always stood as a blot on the escutchen of our Country. Her purpose and intent was to further humiliate and oppress the then down trodden South. This in itself should condemn her namesake in the heart of every true Southerner. <br /><br />We are calling upon all the Southern States to REJECT [handwritten in margin "(it now)"] her namesake and if we can get the twelve Southern States to the two which have rejected - Georgia and Alabama - we can bury Old Susan where she belongs. <br /><br />If we, of the South, surrender our control of suffrage to the Federal Government we should not complain of the Fifteenth Amendment or what may follow under the adoption of the Anthony Amendment, for we would be traitors to that grand martyr of your State- Robert E. Lee and we are not worthy of our sires."

Description
An account of the resource
<p>After the influenza virus was finally identified in 1933, researchers immediately started to develop a vaccine. The first flu vaccine was approved for U.S. military use in 1945 and for civilian use in 1946. <br /><br />Unfortunately, the flu has several types, and many types come in multiple strains—each of which has to be included in a vaccine to provide protection. Each year, scientists make their best prediction as to which flu variants will circulate that year and prepare a vaccine that treats a combination of the most likely strains. Sometimes the match is a good one, but sometimes unexpected strains mean the vaccine is less effective. Immunity also wears off and different strains emerge—which is why it’s important to get a flu shot every year.</p>

Includes instruction and tip for conducting an initial organizational meeting, and the Associations Constitution and By-Laws. <br /><br />From p.4<br />"Not only school patrons, but all residents of the community should be urged to attend this initial meeting. There should be songs and recitations by pupils, and the services of some local speaker and leader should be secured for an address.... <br /><br />OUR MOTTO: Every public school in Virginia a community center where the citizens may unite for the improvement of their educational, social, moral, physical, civic and economic interests."<br /><br />Note: Mary Cooke-Branch Bunford was president of the Cooperative Education Association from 1910 to 1925.

Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by the then President of the CIC Howard W. Timmons<br /><br />Selected articles are:<br /><br />"Redcaps Win Wage Suit $88,500 Award to 41" -- an article about a suit brought by the Brotherhood of Railway and Steamship Clerks to determine whether tips should be included in wages. <br /><br />“Editor Fined For Speeding Beaten and Jailed” – An article about Houston, Texas lawyer and newspaper editor Carter Wesley, pulled over for speeding by two highway patrolmen, beaten for “waving at white folks on the highway,” and subsequently jailed. He’d be charged with resisting arrest, disturbing the peace, and speeding, the first two charges dismissed for lack of jurisdiction and evidence. <br /><br />“They Handled Dynamite” – An article about two groups of Southern Methodist women, one white and one black, joining together to address the large disparity in living conditions between white southerners and black southerners. <br /><br />An article on p. 2 describes the role of church women in passage of an act by Richmond, Va. City Council to provide a twelve-acre playground for African Americans. The church women united with the Community Recreation Association which had worked for fifteen years to secure a swimming pool for blacks.

"In the City of Richmond, the salaries of Negro principals of Negro high schools and elementary schools are a little more than one-half of the salaries paid to white high school principals--while white principals of Negro schools are paid approximately one-third more than Negro principals."<br /><br />"Negroes Refused Correspondence Courses" describes how the Texas Attorney General has rulled against black citizens who wished to take correspondence classes at whites-only schools.

State Capitation Tax receipts [poll tax receipts]
Description
An account of the resource
Virginia State Capitation Tax receipts from the various years. <br /><br />Note: Names and addresses have been removed from these receipts. <br /><p>Poll taxes<span> </span>have a long and contentious history in the Commonwealth of Virginia. Payment of the tax first became a requirement for voting in 1876, as part of an effort to make it more difficult for African Americans and poor whites to participate in elections. Beginning in 1904, Virginians could not register to vote without presenting proof of having paid the poll tax for each of the three years preceding an election.</p>
<p>In March of 1966, in the case of<span> </span><a href="https://supreme.justia.com/cases/federal/us/383/663/" target="_blank" title="Text of this case" rel="noreferrer noopener"><i>Harper v. Virginia State Board of Elections</i></a>, the U.S. Supreme Court ruled that the poll tax was unconstitutional. In 1970, the Virginia Constitution omitted authorization of the General Assembly to make payment of a poll tax a prerequisite for voting.</p>

Bulletin No. 29 addressed To ALL REGISTRARS OF VIRGINIA. Stamped in red "Important Read Carefully." <br /><br />Excerpts: <br /><br />The 1958 session of the General Assembly made several changes in the Election Laws of Virginia stressing the duties of the registrars and the procedure to be followed by all the registrars throughout the State in registering applicants who are eligible to have their names placed on the registration books in order that a uniform system will be stictly adherred to. <br /><br />If each registrar will follow the procedure whih is outlined below, step by step, in registering voters, we believe he will be fully meeting the requirements of the new law. <br /><br />1. Every person applying for registration should be furnished one of the Information Sheets, Form No. 1, which we have printed and are furnishing each registrar, containing the pertinenet provisions of Chapter 576 of the Acts of the 1958 General Assembly and Section 20 of the Constitution of Virginia. <br /><br />2. The registrar shall furnish the applicant a sheet of paper containing no written or printed data; in other words, just a blank sheet of paper for the applicant to supply in his own handwriting the information required by Section 20 of the Constitution and Section 24-68 of the Code, which is as follows: <br /><br />1. Name of applicant. <br />2. Age of applicant. <br />3. Date of applicant's birth. <br />4. Place of applicant's birth. <br />5. Residence of applicant at the time application is made. <br />6. Residence of applicant for one year next preceding the making of the application. <br />7. Occupation of applicant at the time application is made. <br />8. Occupation of applicant for one year next preceding the making of the application. <br />9. Whether applicant has previously voted. <br />10. If applicant has previously voted, the State, County and precinct in which applicant last voted. <br /><br />While making his application for registration, which must be done in the presence of the registrar, the applicant shall not be permitted to refer to any pamphlet, booklet or other memorandum, printed or written, nor to discuss with any person any matter concerning the requirements necessary in order to register other than the provisions of Section 20 of the Constitution and Section 24-68 of the Code which we have printed for his use on Form No. 1. If an applicant makes application in his or her own handwriting, and without aid, suggestion or memorandum, other than the right to refer to the pertinent provisions of the Code and the Constitution, then such applicant has satisfied the requirements of the law, so far as a written application is required.

An account of the resource
In 1894, Mary Tinsley Greenhow, who as a teenager was paralyzed during a horse riding accident, founded the Virginia Home for Incurables. Disabled Richmonders needing life-long care lived at the home near Capitol Square. <br /><br />In 1898, the home moved to W. Broad and Robinson streets, across from the future site of the Science Museum of Virginia. It moved to its present location on Hampton Street in Byrd Park in 1930. The name shortened to The Virginia Home in 1963. <br /><br />Today, Virginia residents at least 18 years of age with an irreversible physical disability can apply for residence. The Virginia Home provides nursing and medical care, therapy, counseling services, job and recreational opportunities to its residents.
