Coleman Livingston Blease was governor of South Carolina from 1911 - 1915. He was notorious for being pro-lynching and against education for African Americans. Blease was a protégé of white supremacist Benjamin Ryan Tillman.
Governor Blease walks arm in arm with a hooded figure (KKK member) with a rope and stick labelled "Lynch Law."
