Equal Suffrage and the Negro Vote [broadside]
Description
An account of the resource
This broadside was issued by the Equal Suffrage League in about 1916.

Southern suffragists were forced to respond to anti-suffrage groups who argued that if African American women gained the right to vote, white supremacy would be threatened. Although some prominent suffragists claimed that their response was borne only out of expedience, and not principle, they nonetheless employed Jim Crow arguments by emphasizing the power of the literacy test and the poll tax.

Letter from Medgar W. Evers to John M. Brooks, May 15, 1958
Description
An account of the resource
Letter from Medgar W. Evers, Field Secretary, Mississippi NAACP to John M. Brooks, Director, Voter Registration, Virginia NAACP. Dated May 15, 1958, the letter is an update on the progress of voter registration efforts in Mississippi.

Text:
Mr. Johnnie M. Brooks
Director, Registration and Voting
404 1/2 North Second Street
Richmond, Virginia

Dear Mr. Brooks:

On last night, May 14, I attended the third successful meeting of the "Crusade for Voters" in Meridian, Mississippi. It is amazing how the enthusiasm that was generated in the first two meetings has continued. It is definitely an encouraging sign. At last night's meeting there were represented persons from six of the seven presincts in Meridian, Mississippi, also representatives from two of the county supervisory districts. At this meeting we set up temporary precinct machinery and indications are that within the next two weeks the precinct organizations will be a reality.

The list of qualified Negro voters is in the process of being secured, also maps setting forth the boundaries of the various precincts. I do feel personally that in Meridian we are getting off to a very good start.

Tonight is Jackson's night. I shall report ot you on its progress later.

We had at last night's meeting approximately forty persons, more or less.

Sincerely yours,
Medgar W. Evers
Field Secretary

Church Women Explore Interracial Paths, Federal Council Bulletin, September-October, 1926
Description
An account of the resource
Pages 7-8 (front and back) removed from Federal Council Bulletin, September-October, 1926. The article, "Church Women Explore Interracial Paths," details an interracial conference held on September 21-22, 1926 at Eagles Mere, Pa.

The conference was organized by the Commission on the Church and Race Relations of the Federal Council of Churchs, the Council of Women for Home Missions, and the National Board of the Y.W.C.A. It was attended by delegates from numerous denominations and organizations. Adele Clark of Richmond, Va. attended representing the National League of Women Voters.

The object of the conference, according to the chair Mrs. Richard W. Westbrook (Mary L. Westbrook), was

"(1) To enlarge the scope of interracial thinking and to enlist the women of the churches more actively in plans and programs for improving the relations between the white and colored groups in America;
(2) To discuss methods of better interracial organization through churches and their auxiliaries so that women may more effectively act on local interracial conditions;
(3) To exchange concrete experiences from groups of women that have already attempted to carry out interracial programs;
(4) To study the past experience of organizations that have done such work, to learn both from the sucesses and failures of such efforts how best to proceed in the future;
(5) To understand better the present trend of feeling and opinion in race relations that the Churches may more effectively work for interracial goodwill and cooperation."

See all documents related to the conference.

Committee on Relief of the Poor, Richmond VA, 1902
Description
An account of the resource
Richmond’s Committee for the Relief of the Poor managed white and black almshouses, a soup kitchen, a hospital and other health and social services. Construction of a new white almshouse on Hospital Street finished in 1860. During the Civil War, the building served as a Confederate hospital. Afterwards, it was briefly a home for the Virginia Military Institute and then resumed its original purpose.

By the early 20th century, this almshouse was called the City Home. In 1959, the City Home became the Richmond Nursing Home, which operated until 1972. Today, the complex has been repurposed as low income apartments for seniors.

Reply of Rev. Mr. Haven
Description
An account of the resource
Manuscript of article published in The Liberator on March 29, 1861 (p.51).

This article by William Lloyd Garrison is a critique of Reverend Gilbert Haven's reply to another article published in the Liberator, which criticized a letter Haven sent to the newspaper about a Thanksgiving sermon he gave and was an attack on the Garrison-Phillips brand of abolitionism. Reverse sides of nine of these manuscript pages are also written on: some of these pages seem to be part of a longer essay, while other pages are old tables of contents. Most of these reverse pages are illegible due to ink bleeding through the paper. None of the reverse pages were scanned.

Friends Asylum for Colored Orphans, St. Paul and Charity streets, Richmond, Virginia
Description
An account of the resource
Lucy Goode Brooks (1818–1900) and members of the Ladies Sewing Circle for Charitable Work established the Friends Asylum for Colored Orphans in 1871. These formerly enslaved women enlisted the support of the Cedar Creek Meeting Society of Friends (Quakers) to found a home for orphaned and abandoned African-American children. Brooks’s activism came from her experience losing one of her children, who was sold before the Civil War.

The Friends Asylum opened an orphanage at St. Paul and Charity streets in Jackson Ward. Today, the organization is known as FRIENDS Association for Children. It provides childcare, enrichment programs, support and educational services to low-income families.

Need of Compulsory Education in the South [NCLC Pamphlet No. 192]
Description
An account of the resource

Pamphlet by W.H. Hand, State High School Inspector, Columbia, South Carolina. Reprint from the Child Labor Bulletin, 1/1, June 1912. Includes data from the 1910 U.S. Census.

Excerpts:

p. 6 "...in a democracy where manhood suffrage practically prevails, institutional life is exposed to tremendous dangers when twelve per cent. of the voting population are unable to read the names printed on the ballots they are supposed to cast intelligently for the government of the State. Ignorance stands for narrowness, bigotry, selfishness and stagnation ; intelligence stands for liberty, liberality, tolerance, sympathy and growth. We must choose between the two."

p. 8 "The material prosperity of the present South is one of the marvels of modern times. The faith and courage with which our people rebuilt their ruined homes, reclaimed their neglected fields, bridged the rivers, tunneled the mountains, built factories and constructed railroads challenge the admiration of the civilized world. In that struggle to rise from the ashes the greatest hindrance has been our load of illiteracy, and to-day it is our heaviest burden."

p. 8 "Who are these illiterate white children of the South, and why are they not in school?"

p. 9 "Argument against the right of the State to send a chld to school is specious and superficial. Those who make such argument would not for one moment deny the right of the State to compel the parent to vaccinate his child, to compel the parent to feed and clothe his child, or to compel him to fight for his country, and to shoot him if he deserted. The State has the right to carry the law-breaking child to the reformatory or to jail to protect society. Has not the State as much right to carry the child to the schoolhouse to save him from the reformatory or the jail and to train him to benefit society?"

p. 12 "Temporizing patriots, with one ear listening to the call of duty and the other listening to the hostile rabble, declare for compulsory education when pressed to take a stand, but they usually add that the people are not quite ready for it."

p. 12 "The argument against compulsory education on account of the negro has been worn threadbare ; surely the time has come to let it drop....Is it wise or expedient to permit thousands of white boys and girls to grow up in ignorance, lest in forcing them to school we should awaken the aspirations of the negro child? Shall we remain ignorant in order to encourage the negro to remain ignorant? Is it better for white and black to remain ignorant than to have both intelligent? The only logical conclusion to such argument is that the ignorant white man can compete successfully with the ignorant negro, but that the educated white man cannot compete with the educated negro. Then what becomes of the boasted superiority of the white man? Has the white man so nearly reached the zenith of his possibilities that he cannot keep well in advance of the ambitious negro?"
(For similar arguments with regard to woman suffrage, see The Negro Vote in the South.)

Orie Latham Hatcher, Ph.D. was head of the Bureau of Vocations in Virginia, a group founded in 1915.

Dr. Hatcher and the work of the Bureau of Vocations was described in <a href="https://babel.hathitrust.org/cgi/pt?id=uc1.c2572263&view=2up&seq=150" target="_blank" title="read "The Virginia Teacher" through HathiTrust.org" rel="noreferrer noopener">The Virginia Teacher (vol. 2, no. 5, p. 128):

"She is the head of a unique institution, the Bureau of Vocation of Virginia, which was founded six years ago in Richmond, under her inspiration. This institution exerts a strong educational influence. It inspires women first, to the best general education possible, then to adequate special training in some one field of work wisely chosen."

Occupations for Women contains a preliminary essay written by Hatcher entitled "Women Who Work," in which Hatcher presents the various points of view related to women working outside the home at different stages of life. Towards the end of the essay, Hatcher describes "Signs of Progress" and "Handicaps to Progress."

Excerpts from that essay, and the introduction to the section of the book dealing with Social Work, are presented here.

Voting Status of Negroes in Virginia and Procedures and Requirements for Voting in Virginia
Description
An account of the resource
This 1944 booklet is the Virginia Voters League’s fifth annual report. The League began in 1941 and worked with the NAACP in advocating for increased African American participation at the polls. It was led by Luther P. Jackson, an historian and civil rights advocate who formed the Petersburg League of Negro Voters in 1935, which developed into the Virginia Voters League. The booklet details African American voting strength and includes instructions for voter registration.

At this time in Virginia, the payment of a poll tax for three consequtive years was a requirement for voting. The booklet notes that in 1943, the number of blacks who met the poll tax requirement was 32,504. That number increased to 41,579 in 1944. Nevertheless, those numbers represent only 9 to 11 per cent of Virginia blacks of voting age, or expressed another way, about 89 per cent of blacks were disqualified from voting in 1944.

Excerpts:

Title page: "With grant-in-aid of publication by the Virginia State Teachers Association, Virginia branches of the N.A.A.C.P., Virginia lodges of Elks, the Eureka Lodge of Norfolk, Virginia chapters of Greek letter fraternities and sororities, and the Virginia Negro Organization Society."

p. 4
Foreward
This fifth annual report of the Virginia Voters League defines the voting status of Negroes in Virginia as of May 7, 1944, the last day for paying the poll tax in order to have voted in the ensuing August primary and the November election. In order to satisfy the demand for a statement of voting requirements in Virginia and other states this handbook devotes a section to this topic also.

To all persons who seek to advance the political status of Negroes and to observe racial trends on suffrage in Virginia this publication may serve as a guide.

The compiler of this report is again deeply indebted to the 124 county and city court clerks in Virginia for furnishing the data on poll tax paying either by letter or by sending the poll tax list itself. Every county and city is included in this report because every clerk cooperated.

SLOGAN
Pay the poll tax in order to abolish the poll tax.

Letter to Eleanor P. Sheppard from Lyndon B. Johnson, February 10, 1964
Description
An account of the resource
Letter to the Honorable Eleanor P. Sheppard, Mayor of Richmond, Virginia from President Lyndon Baines Johnson. February 10, 1964.

This letter accompanied the President's Commission on Registration and Voting Participation "Report on Registration and Voting Participation."

Text:
The White House
Washington
February 10, 1964

Dear Mayor Sheppard:

Less than two thirds of Americans of voting age cast ballots in Presidential elections. Less than one half vote in Congressional elections.

This is a serious void in our free society.

Last March President Kennedy appointed a bipartisan Commission on Registration and Voting Particpation. Its task was to study the causes of nonvoting and to recommend remedies. After careful study this Commission has presented its report and I send one to you.

More interest in voting can be stressed by local efforts. May I suggest that you might want to consider the appointment of a citizens committee to investigate possible restrictions to reistration and voting -- and to promote greater voter participation in the 1964 elections.

At a time when people all over the world cry out for the right to vote, too many of our citizens neglect to use this most precious of all citizen privileges. Our states and our cities, by improving voting laws and voting practices, can help produce increased voting interest by all the people.

Kindly give me a report on the situation in your city.

Sincerely,

Lyndon B. Johnson
