The Southern Frontier, vol. 2, no. 1
Description
An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South.

As described by then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.

Vol. 2, No. 1 contains contributions by:
Jessie Daniel Ames

Selected articles are:

"Negroes Make Progress--Many 'Firsts' in 1940"

“Hot Spots Develop In Three States” – An article about high racial tensions in Memphis, TN; Dallas, TX; and Georgetown, SC, and how the general public, city governments, and police departments are responding.

“What is a Lynching?” – An article describing a December 14, 1940 conference held at Tuskegee Institute in which a definition of lynching was accepted as needing “legal evidence that a person has been killed and that he met his death illegally at the hands of a group acting under the pretext of service to justice, race or tradition.”

"Lynching Map of the United States for the Past Decade"

"Why We Lynched--1940" notes the reasons for various lynchings in the South.

An article on page 4 notes the unequal salaries of black and white teachers and school administrators in Virginia. "In the City of Richmond, the salaries of Negro principals of Negro high schools and elementary schools are a little more than one-half of the salaries paid to white high school principals--while white principals of Negro schools are paid approximately one-third more than Negro principals."

"Negroes Refused Correspondence Courses" describes how the Texas Attorney General has rulled against black citizens who wished to take correspondence classes at whites-only schools.

Letter to Eleanor P. Sheppard from Lyndon B. Johnson, February 10, 1964
Description
An account of the resource
Letter to the Honorable Eleanor P. Sheppard, Mayor of Richmond, Virginia from President Lyndon Baines Johnson. February 10, 1964.

This letter accompanied the President's Commission on Registration and Voting Participation "Report on Registration and Voting Participation."

Text:
The White House
Washington
February 10, 1964

Dear Mayor Sheppard:

Less than two thirds of Americans of voting age cast ballots in Presidential elections. Less than one half vote in Congressional elections.

This is a serious void in our free society.

Last March President Kennedy appointed a bipartisan Commission on Registration and Voting Particpation. Its task was to study the causes of nonvoting and to recommend remedies. After careful study this Commission has presented its report and I send one to you.

More interest in voting can be stressed by local efforts. May I suggest that you might want to consider the appointment of a citizens committee to investigate possible restrictions to reistration and voting -- and to promote greater voter participation in the 1964 elections.

At a time when people all over the world cry out for the right to vote, too many of our citizens neglect to use this most precious of all citizen privileges. Our states and our cities, by improving voting laws and voting practices, can help produce increased voting interest by all the people.

Kindly give me a report on the situation in your city.

Sincerely,

Lyndon B. Johnson

Letter from John M. Brooks, NAACP Registration Director to voter registration activists, Mississippi, July 7, 1958
Description
An account of the resource
Letter of encouragement from John M. Brooks, NAACP Registration Director following a meeting he attended in Mississippi.

Text --
Dear Friend:

My meeting with you in Mississippi was an inspiration to me. It proved my belief that, "if people are given a clear picture of the voting situation, they will cooperate".

The people in Meridian and Jackson are well on their way toward increasing their voting strength and becoming first-class citizens. Your future activities will tell what Y O U are going to do in your city. Talk to your neighbors and invite them to join your group. A large attendance will be an inspiration to all concerned.

It is my sincere hope that your organization will be a guiding light for other communities all over Mississippi to follow. IT CAN BE DONE would be the wrong words to us, IT WILL BE DONE because of Y O U.

Sincerely yours,
John M. Brooks
NAACP Registration Director

“V is for Virginia” [broadside]
Description
An account of the resource
In 1944, military leaders struggled to maintain troop levels as casualties mounted in World War II. The Navy Women’s Reserve Act, signed into law in 1942, authorized women to become part of the group called Women Accepted for Volunteer Service—commonly known as WAVES.

By 1945, some 86,000 reservists were on duty. Women served in myriad roles during the war, running the gamut from clerks and drivers to machinists and radio operators, as well as doctors, engineers, and attorneys.

This Richmond broadside encourages women to volunteer to become part of the “all-Virginia WAVES group.”

Text:

V is for VIRGINIA, the Old Dominion State which has given so generously of her men and women in every cause of justice, righteousness, and democracy.

V is for VICTORY, which requires the energy and effort of every man and woman to bring the war to a quick and sure end.

V is for VOLUNTEER, as in Virginia Victory Volunteers, the all-Virginia WAVES group in which Virginia women are enlisting during August and September 1944 to achieve the Victory we all desire.

Investigate YOUR opportunity today!
Volunteer at any U.S. Navy Recruiting Station or Office of Naval Officer Procurement;
(5th & Cary Sts., Richmond 19, Va.)

Virginia Warns Her People Against Suffrage [broadside]
Description
An account of the resource
Reprint of an editorial from the Richmond Evening Journal, May 4, 1915.

"Virginia Warns Her People Against Suffrage
----
Twenty-nine counties would go under Negro Rule Over sixty counties in the State of Georgia
The entire State of Mississippi
-----
What of your state, your country? Isn't it about time for reflecting men and women to think--and act?
----
THE THREATENED COUNTIES
From the Richmond Evening Journal May 4, 1915--Republished by Request

Several times The Richmond Evening Journal has be asked to say which counties of Virginia have more colored than white female inhabitants. The question , of course, is in connection with the somewhat noisy demands we read of in the newspapers for "votes for women." Here is the list, from the United States census of 1910:

...It is to be remembered that the literacy test would not work in choking off the colored woman vote. The colored people are decreasing their percentage of illiteracy very fast, especially among their women and girls. The ladies of the suffrage league will hardly come forward with a property test. No safeguard would be left but the poll tax; and if colored women knew they could get votes and rule some very rich and important counties by paying $1.50 apiece, we are inclined to think most of them would be willing to go hungry, if necessary to do it.

Probably the ladies engaged in this suffrage movement are not very practical or very logical or very well informed or disposed to bother their heads with the actual facts of politics. Most of them, we surmise, hold the somewhat vague, but firmly established feminine line of reasoning that when they want something , or think they want it, they ought to have it by all principles of wisdom and justice; and are prepared always to fall back on the traditional conclusive feminine argument "because."

Equal Suffrage and the Negro Vote [broadside]
Description
An account of the resource
This broadside was issued by the Equal Suffrage League in about 1916.

Southern suffragists were forced to respond to anti-suffrage groups who argued that if African American women gained the right to vote, white supremacy would be threatened. Although some prominent suffragists claimed that their response was borne only out of expedience, and not principle, they nonetheless employed Jim Crow arguments by emphasizing the power of the literacy test and the poll tax.

Notice! The Coloured People of the City of Richmond… [broadside]
Description
An account of the resource
This 1866 broadside, issued by members of the African American community in Richmond, intended to clarify their plans to celebrate not the fall of the Confederacy, but rather the first anniversary of emancipation.

When Richmond fell into the hands of Union troops, on 3 April 1865, enslaved individuals there effectively were emancipated. The text noted that the black community would commemorate “the day on which GOD was pleased to liberate their long-oppressed race”—emphasizing that their freedom came about as a result of God’s will.

In the immediate aftermath of the war, racialized confrontations in Richmond’s streets frequently led to violence, and near-riots. The African American community, while determined to carry out their celebration, clearly intended to preempt potentially violent repercussions.

Text:

"NOTICE!
The coloured people of the City of Richmond would most respectfully inform the public, that
THEY DO NOT INTEND
to celebrate
THE FAILURE OF THE SOUTHERN CONFEDERACY,
as it has been stated in the papers of this City, but simply as the day on which GOD was pleased to Liberate their long-oppressed race.

C. Harris,
J. Cocks,
J. Edmunds,
F. J. Smith,
N. Williams,
Committee.

Richmond, Va., April 2, 1866"

As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.

“The Women’s Edition” contains contributions by:
W. A. Newell
Kathleen Mallory
S. L. Timmons

Selected articles are:

"Redcaps Win Wage Suit $88,500 Award to 41" -- an article about a suit brought by the Brotherhood of Railway and Steamship Clerks to determine whether tips should be included in wages.

“Editor Fined For Speeding Beaten and Jailed” – An article about Houston, Texas lawyer and newspaper editor Carter Wesley, pulled over for speeding by two highway patrolmen, beaten for “waving at white folks on the highway,” and subsequently jailed. He’d be charged with resisting arrest, disturbing the peace, and speeding, the first two charges dismissed for lack of jurisdiction and evidence.

“They Handled Dynamite” – An article about two groups of Southern Methodist women, one white and one black, joining together to address the large disparity in living conditions between white southerners and black southerners.

An article on p. 2 describes the role of church women in passage of an act by Richmond, Va. City Council to provide a twelve-acre playground for African Americans. The church women united with the Community Recreation Association which had worked for fifteen years to secure a swimming pool for blacks.

Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South.
As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.

The “South Carolina Issue” contains contributions by:

Geo. E. Davis
Adele Minahan
Mary E. Frayser
F. Clyde Helms
Marion Paul
Mack M. Goss
Clelia P. McGowan
Jeannie Heywood Haskell
Lucile Jewell
John Temple Graves, II

Articles include:

“A Tribute Is Due” – Profiles on Clelia Peronneau McGowan and Marion Birnie Wilkinson, who “laid the foundation stones for interracial cooperation in [South Carolina].”

“The Marion Birnie Wilkinson Home” – An article about the home for orphaned and underprivileged African American children, operated by African American women of South Carolina.

"Negroes Use Libraries" about efforts to extend library service to African Americans in South Carolina.

A brief article about Maggie L. Walker high school of Richmond, Va., notes that it cost $500,000 and is "one of the finest institutions of its kind in the South."

Candlelight AIDS memorial vigil on E. Grace Street, from St. Paul's Episcopal Church to Capitol Square, Richmond, Va.
Description
An account of the resource

In 1981, Dr. Michael Gottlieb of UCLA identified a new disease that, among its many signs, severely weakened the immune system. Named acquired immunodeficiency syndrome (AIDS), this disease was initially seen among gay men in large cities.
Human immunodeficiency virus (HIV), identified in 1985, is transmitted through blood, genital fluids (such as semen) and breastmilk.

The earliest confirmed case of AIDS in the U.S. was in 1968, with the first case in Virginia reported in 1982. With no known cure, HIV/AIDS was initially a death sentence for those infected.

Participants in this 1987 candlelight AIDS memorial vigil walked down E. Grace Street from St. Paul's Episcopal Churh to Capitol Square in Richmond, Va.

Influenza virus vaccines for Richmond region
Description
An account of the resource

After the influenza virus was finally identified in 1933, researchers immediately started to develop a vaccine. The first flu vaccine was approved for U.S. military use in 1945 and for civilian use in 1946.

Unfortunately, the flu has several types, and many types come in multiple strains—each of which has to be included in a vaccine to provide protection. Each year, scientists make their best prediction as to which flu variants will circulate that year and prepare a vaccine that treats a combination of the most likely strains. Sometimes the match is a good one, but sometimes unexpected strains mean the vaccine is less effective. Immunity also wears off and different strains emerge—which is why it’s important to get a flu shot every year.

Description
An account of the resource
Lucy Goode Brooks (1818–1900) and members of the Ladies Sewing Circle for Charitable Work established the Friends Asylum for Colored Orphans in 1871. These formerly enslaved women enlisted the support of the Cedar Creek Meeting Society of Friends (Quakers) to found a home for orphaned and abandoned African-American children. Brooks’s activism came from her experience losing one of her children, who was sold before the Civil War.

The Friends Asylum opened an orphanage at St. Paul and Charity streets in Jackson Ward. Today, the organization is known as FRIENDS Association for Children. It provides childcare, enrichment programs, support and educational services to low-income families.

Virginia Home for Incurables, W. Broad and Robinson streets, Richmond, Virginia
Description
An account of the resource
In 1894, Mary Tinsley Greenhow, who as a teenager was paralyzed during a horse riding accident, founded the Virginia Home for Incurables. Disabled Richmonders needing life-long care lived at the home near Capitol Square.

In 1898, the home moved to W. Broad and Robinson streets, across from the future site of the Science Museum of Virginia. It moved to its present location on Hampton Street in Byrd Park in 1930. The name shortened to The Virginia Home in 1963.

Today, Virginia residents at least 18 years of age with an irreversible physical disability can apply for residence. The Virginia Home provides nursing and medical care, therapy, counseling services, job and recreational opportunities to its residents.
