An account of the resource
This 1944 booklet is the Virginia Voters League’s fifth annual report. The League began in 1941 and worked with the NAACP in advocating for increased African American participation at the polls. It was led by <a href="https://www.encyclopediavirginia.org/Jackson_Luther_Porter_1892-1950#start_entry" target="_blank" title="Encyclopedia Virgina entry on Jackson" rel="noreferrer noopener">Luther P. Jackson</a>, an historian and civil rights advocate who formed the Petersburg League of Negro Voters in 1935, which developed into the Virginia Voters League. The booklet details African American voting strength and includes instructions for voter registration. <br /><br />At this time in Virginia, the payment of a poll tax for three consequtive years was a requirement for voting. The booklet notes that in 1943, the number of blacks who met the poll tax requirement was 32,504. That number increased to 41,579 in 1944. Nevertheless, those numbers represent only 9 to 11 per cent of Virginia blacks of voting age, or expressed another way, about 89 per cent of blacks were disqualified from voting in 1944. <br /><br />Excerpts:<br /><br />Title page: "With grant-in-aid of publication by the Virginia State Teachers Association, Virginia branches of the N.A.A.C.P., Virginia lodges of Elks, the Eureka Lodge of Norfolk, Virginia chapters of Greek letter fraternities and sororities, and the Virginia Negro Organization Society." <br /><br />p. 4 <br /><strong>Foreward</strong><br />This fifth annual report of the Virginia Voters League defines the voting status of Negroes in Virginia as of May 7, 1944, the last day for paying the poll tax in order to have voted in the ensuing August primary and the November election. In order to satisfy the demand for a statement of voting requirements in Virginia and other states this handbook devotes a section to this topic also. <br /><br />To all persons who seek to advance the political status of Negroes and to observe racial trends on suffrage in Virginia this publication may serve as a guide. <br /><br />The compiler of this report is again deeply indebted to the 124 county and city court clerks in Virginia for furnishing the data on poll tax paying either by letter or by sending the poll tax list itself. Every county and city is included in this report because every clerk cooperated. <br /><br /><strong>SLOGAN</strong><br /><strong>Pay the poll tax in order to abolish the poll tax. </strong>

Anti-suffrage broadside poking fun at the woman suffrage movement. Filled with puns and inside jokes, the source and precise meaning of this publication are uncertain. <br /><br />Notes: The Square Deal was President Theodore Roosevelt's domestic program. <br /><br />The "hatchet" refers to Carrie Nation, the radical temperance activist. The "wets" (and "drys") were the two sides on the issue of prohibition. <br /><br />Some of the puns refer to foods made from corn: <a href="https://en.wikipedia.org/wiki/Grits" target="_blank" title="How do you make grits and hominy?" rel="noreferrer noopener">grits and hominy</a>. <a href="https://en.wikipedia.org/wiki/Postum" target="_blank" title="What is postum?" rel="noreferrer noopener">Postum</a> is a coffee substitute made from roasted wheat and molasses. <br /><br /><em>Paradise Lost</em> is an epic poem written by John Milton. The poem is divided into twelve sections known as "books." A "canto" is another word for the sections into which some long poems are divided. <a href="https://en.wikipedia.org/wiki/History_of_Woman_Suffrage" target="_blank" title="What is this book?" rel="noreferrer noopener"><em>The History of Woman Suffrage </em></a>quotes a line from <em>Paradise Lost</em>, "All is not lost: the unconquerable will is ours."<br /><br /><em><a href="http://dlib.nyu.edu/themasses/" target="_blank" title="Read issues of The Masses online" rel="noreferrer noopener">The Masses</a> </em>was a richly illustrated socialist magazine, published monthly from 1911 until 1917. <br /><br />Excerpts: <br />SUFFRAJESTS <br />If our husbands' socks are full of holes, <br />Our holier duty is at the polls....<br /><br />We didn't need the "hatchet"--we've got the "Club." McConnell</a> (James Preson McConnell), President of the Anti-Saloon League of Virginia, 1921-1928. <br /><br />The conference presents a mix of religious, patriotic, and legislative strategy. The governor of Virgina, E. Lee Trinkle, was scheduled to speak very briefly on the final evening.

Virginia Conference on Race Relations, The Southern Workman, January 1931
Description
An account of the resource
This article reports on the Virginia Church Conference on Race Relations held October 28, 1930 at St. Paul's Episcopal Church in Richmond, Va. The theme of the conference was "Facing the Facts with a Christian Program." Dr. Ben Lacy, Jr. President of Union Theological Seminary, presided over the gathering of leaders of white church groups in Virginia, and representative of Virginia schools and colleges. <br /><br />Speakers presented findings of "The Negro in Richmond, Virgina" a study completed by the Negro Welfare Suvey Committee in 1929. Topics such as housing, education, community health and infant mortality were discussed. Other matters covered included the possible re-release of "Birth of a Nation" as a sound film, lynchings, and interracial cooperation. The Hon. John Pollard, Governor of the Commonwealth and Dr. Robert R. Moton , principal of Tuskegee Institute addressed "a great interracial mass meeting attended by a thousand prominent citizens in addition to members of the conference." List of members and the organizations they represented in the Virginia Commission on Interracial Cooperation. Dr. R.E. Blackwell was the Virginia Chairman of this group. <br /><br />The parent organization, the <a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Commission+on+Interracial+Cooperation" target="_blank" title="materials related to the CIC" rel="noreferrer noopener">Commission on Interracial Cooperation</a> (CIC), was based in Atlanta, Ga. Founded in 1919 by progressive Southern whites, the CIC sought to improve race relations with an anti-lynching campaign, and by educating the public about issues affecting blacks such as peonage, police brutality, and disparities in educational and health services. The group published a newsletter, <em><a href="https://images.socialwelfare.library.vcu.edu/items/browse?collection=10" target="_blank" title="issues of The Southern Frontier" rel="noreferrer noopener">The Southern Frontier</a>. <br /><br /><br /></em>

An account of the resource
Letter of invitation from Dr. Ben R. Lacy, Jr. Chairman of the Conference Committe and President, Union Theological Seminary, Richmond, Va. Addressed to Miss Adele Clark. the letter invites her to attend the Virginia Church Conference on Race Relations, October 28, 1930. The conference was held at St. Paul's Episcopal Church, Richmond, Va. The conference theme was "Facing Facts With a Christian Program." <br /><br />Lacy begins, "The South faces no problem more far-reaching and difficult of solution than that caused by the presence in one territory of the white and Negro races. In any serious effor to find a way out, the Churches must take the place of leadership."<br /><br />The letter notes that "Only white people (except as indicated) will be expected to be present, in order that there may be the most freedom of expression in facing our responsibility." <br /><br />Representatives from the various denominations, "Presidents of Denominational Schools and Colleges, Editors of Church Press, Directors of Religious Education, Missionary Secretaries, Church Women's Societies, all white ministers, officials of the Y.W.C.A. and Y.M.C.A. and Special Students" were invited. <br /><br /><a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Virginia+Church+Conference+on+Race+Relations" target="_blank" title="Documents related to this conference" rel="noreferrer noopener">See all documents</a> related to this event. <br /><br />Among the speakers at the conference were Gordon B. A newsletter of the Commission for Interracial Cooperation addressed to the Virginia State Committee members in the area of Richmond, Va. <br /><br />Excerpts: <br /><br />p.1 The one thing important is for the leaders of both races to be close enough to each other to know the needs, and, as far as possible, the thoughts, feelings and attitudes of each race toward the other. I see nothing constructive in saying "We have the best Negroes (or white folks) in the world" unless that is based upon first-hand knowledge of the actual conditions; surface impressions may not be trustworthy. <br /><br />I could recite number of illustrations where trusted leaders of both races are patiently, quietly and courageously facing these situations where there may be injustice and discrimination and are trying to change the attitude out of which unsatisfactory conditions grow, thus producing a by-product of understanding and mutual trust upon which all permanent adjustments must rest.<br /><br />p.2 Have there been any lynchings in your section or in your state thus far in 1928? If so give particulars.<br /><br />During the past few years, the Commission, among many other constructive services, has conducted a vigorous campaign agaist the practice of lynching, all too prevalent in most American states. During three of the past four years, the number of lynchings has reached the low annual mark of 16, against a former forty-year average of more than 100. Certainly the Commission would not lay claim to all the credit for this progress; many factors have contributed, not the least of which is the press, which has created a more enlightened public opinion.

Description
An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by then President of the CIC Howard W. Odum, the name <em>The Southern Frontier</em> alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 2, No. 1 contains contributions by:<br /><a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Jessie+Daniel+Ames" target="_blank" title="materials related to Jessie Daniel Ames" rel="noreferrer noopener">Jessie Daniel Ames</a><br /><br />Selected articles are:<br /><br />"Negroes Make Progress--Many 'Firsts' in 1940"<br /><br />“Hot Spots Develop In Three States” – An article about high racial tensions in Memphis, TN; Dallas, TX; and Georgetown, SC, and how the general public, city governments, and police departments are responding.<br /><br />“What is a Lynching?” – An article describing a December 14, 1940 conference held at Tuskegee Institute in which a definition of lynching was accepted as needing “legal evidence that a person has been killed and that he met his death illegally at the hands of a group acting under the pretext of service to justice, race or tradition.” <br /><br />"Lynching Map of the United States for the Past Decade" <br /><br />"Why We Lynched--1940" notes the reasons for various lynchings in the South.<br /><br />An article on page 4 notes the unequal salaries of black and white teachers and school administrators in Virginia. "In the City of Richmond, the salaries of Negro principals of Negro high schools and elementary schools are a little more than one-half of the salaries paid to white high school principals--while white principals of Negro schools are paid approximately one-third more than Negro principals."<br /><br />"Negroes Refused Correspondence Courses" describes how the Texas Attorney General has rulled against black citizens who wished to take correspondence classes at whites-only schools.

Bumper sticker created by <a href="https://www.onevirginia2021.org/" target="_blank" title="OneVirginia2021.org" rel="noreferrer noopener">OneVirginia2021</a>, an American civic non-profit organization founded to advocate for a non-partisan redistricting of the Commonwealth of Virginia. Formed in 2014, OneVirginia2021 is made up of people from across the political spectrum, including Republicans, Democrats, and TEA party members. <br /><br />Sticker text: "Free Our Districts! End Gerrymandering. Authorized by the good people at OneVirginia2021 who are trying to stop politicians from rigging the system."<br /><br />Gerrymandering is the practice of setting the boundaries of electoral districts to favor specific political interests. The redrawing of district lines takes place after each new U. S. Census to ensure that the "one person one vote" requirement is met. <br /><br />Partisan gerrymandering works to increase the power of a political party. Racial gerrymandering weakens representation, and therefore the political power, of minority voters.

February 10, 1964. <br /><br />This letter accompanied the President's Commission on Registration and Voting Participation "<a href="President's%20Commission%20on%20Registration%20and%20Voting%20Participation" target="_blank" title="Report of the Commission" rel="noreferrer noopener">Report on Registration and Voting Participation</a>." <br /><br />Text:<br />The White House<br />Washington<br />February 10, 1964<br /><br />Dear Mayor Sheppard: <br /><br />Less than two thirds of Americans of voting age cast ballots in Presidential elections. Less than one half vote in Congressional elections. <br /><br />This is a serious void in our free society. <br /><br />Last March President Kennedy appointed a bipartisan Commission on Registration and Voting Particpation. Its task was to study the causes of nonvoting and to recommend remedies. After careful study this Commission has presented its report and I send one to you. <br /><br />More interest in voting can be stressed by local efforts. May I suggest that you might want to consider the appointment of a citizens committee to investigate possible restrictions to reistration and voting -- and to promote greater voter participation in the 1964 elections. <br /><br />At a time when people all over the world cry out for the right to vote, too many of our citizens neglect to use this most precious of all citizen privileges. Our states and our cities, by improving voting laws and voting practices, can help produce increased voting interest by all the people. <br /><br />Kindly give me a report on the situation in your city. <br /><br />Sincerely, <br /><br />Lyndon B. Bulletin No. 29 addressed To ALL REGISTRARS OF VIRGINIA. Stamped in red "Important Read Carefully." <br /><br />Excerpts: <br /><br />The 1958 session of the General Assembly made several changes in the Election Laws of Virginia stressing the duties of the registrars and the procedure to be followed by all the registrars throughout the State in registering applicants who are eligible to have their names placed on the registration books in order that a uniform system will be stictly adherred to. <br /><br />If each registrar will follow the procedure whih is outlined below, step by step, in registering voters, we believe he will be fully meeting the requirements of the new law. <br /><br />1. Every person applying for registration should be furnished one of the Information Sheets, Form No. 1, which we have printed and are furnishing each registrar, containing the pertinenet provisions of Chapter 576 of the Acts of the 1958 General Assembly and Section 20 of the Constitution of Virginia. <br /><br />2. The registrar shall furnish the applicant a sheet of paper containing no written or printed data; in other words, just a blank sheet of paper for the applicant to supply in his own handwriting the information required by Section 20 of the Constitution and Section 24-68 of the Code, which is as follows: <br /><br />1. Name of applicant. <br />2. Age of applicant. <br />3. Date of applicant's birth. <br />4. Place of applicant's birth. <br />5. Residence of applicant at the time application is made. <br />6. Residence of applicant for one year next preceding the making of the application. <br />7. Occupation of applicant at the time application is made. <br />8. Occupation of applicant for one year next preceding the making of the application. <br />9. Whether applicant has previously voted. <br />10. If applicant has previously voted, the State, County and precinct in which applicant last voted. <br /><br />While making his application for registration, which must be done in the presence of the registrar, the applicant shall not be permitted to refer to any pamphlet, booklet or other memorandum, printed or written, nor to discuss with any person any matter concerning the requirements necessary in order to register other than the provisions of Section 20 of the Constitution and Section 24-68 of the Code which we have printed for his use on Form No. 1. If an applicant makes application in his or her own handwriting, and without aid, suggestion or memorandum, other than the right to refer to the pertinent provisions of the Code and the Constitution, then such applicant has satisfied the requirements of the law, so far as a written application is required.

It proved my belief that, "if people are given a clear picture of the voting situation, they will cooperate". <br /><br />The people in Meridian and Jackson are well on their way toward increasing their voting strength and becoming first-class citizens. Your future activities will tell what Y O U are going to do in your city. Talk to your neighbors and invite them to join your group. Letter from Martin L. Calhoun, Secretary Treasurer of the Alabama Male Association Opposed to Woman's Suffrage dated 15 August 1919. <br /><br />The letter was sent to the Hon. H. D. Dillard (of Franklin County, Va.), General Assembly, Richmond, Va. <br /><br />Calhoun is opposed to the Fifteenth Amendment (which prohibits the federal government and each state from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude") and the ratification of the proposed "Anthony Amendment" (which would become the Nineteenth Amendment). The letter associates woman suffrage, African American suffrage, and socialism. <br /><br /><br />The organization's platform is printed on this letterhead near the top of the page. <br /><br />"Platform:--The Alabama Male Association Opposed to Woman's Suffrage--<br />Stands for HOME and NATIONAL DEFENSE aggainst Woman's Suffrage, Feminismand Socialism. Virginia Federation of Labor delegate's convention badge. Delegates represented local unions at the state gathering. <br /><br /><span>The Virginia Federation of Labor was aligned with the <a href="https://images.socialwelfare.library.vcu.edu/items/show/228" target="_blank" title="AFL Song" rel="noreferrer noopener">American Federation of Labor</a>, the powerful organization of unions led by Samuel Gompers. Although southern workers struggled to organize successfully in large numbers, unions nonetheless became a force. Between 1885 and 1890, according to one historian, twenty-three national or international unions organized locals in Virginia. Another scholar estimates that by the turn of the twentieth century, about 10% of Richmond’s industrial workers were represented by unions. That success was tempered, however, by the pervasive racism of the period. <br /><br />When the Knights of Labor held a national convention in Richmond in 1886, the New York delegation was refused accommodations because one of their members was an African American. By 1919 progress in racial cooperation had been made at the national level. That progress was reflected at the Virginia State Federation of Labor’s annual convention, in the same year, in Alexandria. W.H. Page, of Newport News, became the first African American to be appointed to the Virginia group’s executive council. Black labor leaders, and black newspapers, praised the move, but it also prompted angry backlash. Some two thousand white unionists, of Richmond, left the Federation of Labor in protest of Page’s appointment. State Capitation Tax receipts [poll tax receipts]
Description
An account of the resource
Virginia State Capitation Tax receipts from the various years. <br /><br />Note: Names and addresses have been removed from these receipts. <br /><p>Poll taxes<span> </span>have a long and contentious history in the Commonwealth of Virginia. Payment of the tax first became a requirement for voting in 1876, as part of an effort to make it more difficult for African Americans and poor whites to participate in elections. Beginning in 1904, Virginians could not register to vote without presenting proof of having paid the poll tax for each of the three years preceding an election.</p>
<p>In March of 1966, in the case of<span> </span><a href="https://supreme.justia.com/cases/federal/us/383/663/" target="_blank" title="Text of this case" rel="noreferrer noopener"><i>Harper v. Virginia State Board of Elections</i></a>, the U.S. Supreme Court ruled that the poll tax was unconstitutional. In 1970, the Virginia Constitution omitted authorization of the General Assembly to make payment of a poll tax a prerequisite for voting.</p>

In 1944, military leaders struggled to maintain troop levels as casualties mounted in World War II. The Navy Women’s Reserve Act, signed into law in 1942, authorized women to become part of the group called Women Accepted for Volunteer Service—commonly known as WAVES. <br /><br />By 1945, some 86,000 reservists were on duty. Women served in myriad roles during the war, running the gamut from clerks and drivers to machinists and radio operators, as well as doctors, engineers, and attorneys. <br /><br />This Richmond broadside encourages women to volunteer to become part of the “all-Virginia WAVES group.”<br /><br />Text:<br /><br />V is for VIRGINIA, the Old Dominion State which has given so generously of her men and women in every cause of justice, righteousness, and democracy. <br /><br />V is for VICTORY, which requires the energy and effort of every man and woman to bring the war to a quick and sure end. <br /><br />V is for VOLUNTEER, as in Virginia Victory Volunteers, the all-Virginia WAVES group in which Virginia women are enlisting during August and September 1944 to achieve the Victory we all desire. <br /><br />Investigate YOUR opportunity today!<br />Volunteer at any U.S. Navy Recruiting Station or Office of Naval Officer Procurement; <br />(5th & Cary Sts., Richmond 19, Va.)

Isn't it about time for reflecting men and women to think--and act? <br />---- <br />THE THREATENED COUNTIES <br />From the Richmond Evening Journal May 4, 1915--Republished by Request <br /><br />Several times The Richmond Evening Journal has be asked to say which counties of Virginia have more colored than white female inhabitants. The question , of course, is in connection with the somewhat noisy demands we read of in the newspapers for "votes for women." Here is the list, from the United States census of 1910:<br /><br />...It is to be remembered that the literacy test would not work in choking off the colored woman vote. The colored people are decreasing their percentage of illiteracy very fast, especially among their women and girls. The ladies of the suffrage league will hardly come forward with a property test. No safeguard would be left but the poll tax; and if colored women knew they could get votes and rule some very rich and important counties by paying $1.50 apiece, we are inclined to think most of them would be willing to go hungry, if necessary to do it. <br /><br />Probably the ladies engaged in this suffrage movement are not very practical or very logical or very well informed or disposed to bother their heads with the actual facts of politics. Most of them, we surmise, hold the somewhat vague, but firmly established feminine line of reasoning that when they want something , or think they want it, they ought to have it by all principles of wisdom and justice; and are prepared always to fall back on the traditional conclusive feminine argument "because."

An account of the resource
This broadside advertises a support rally for gay and lesbian civil rights that was held October 8, 1977.<br /><br /> Activists organized the rally in Monroe Park to protest a concert given at the University of Richmond by Anita Bryant, the popular entertainer who evolved into a prominent anti-gay rights crusader in the 1970s.<br /><br />The rally’s primary speaker, Karla Jay (b. 1947), is the prominent professor, activist and author who published <em>Out of the Closets: Voices of Gay Liberation</em> (1972), with Allen Young. <br /><br />Image at bottom shows silhouettes and outlined figures with the caption, "We are your children."
