An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 1, No. 11 contains contributions by:<br /><br />William B. Ruggles<br />Carter Wesley<br />John Wesley Dobbs<br />Robert C. Weaver<br /><br />Selected articles are:<br /><br />“The Negro Vote” – Column on African American party loyalty, and a critique of the Republican party’s appeasement and isolationist tendencies during the rise of Hitler in Europe.<br /><br />“Local Interracial Committees are Busy” – A page of short columns, detailing the activities of regional interracial committees in Georgia, Texas, and South Carolina.<br /><br />Articles on p. 3 concern the participation of African Americans in the Armed Forces. Dr. F. D. Patterson of Tuskegee Institute, Dr. Rayford Logan of Howard University, and Dr. Howard Long of the public schools of the District of Columbia visited the White House to discuss with the President possibilities of African Americans participation in the national defense. The work of Dr. Robert C. Weaver in this regard is noted.<br /><br />There is a brief notice (p. 2) that October 20 the Post Office Department issued a special stamp commemorating the 75th anniversary of the Thirteenth Amendment to the Constitution abolishing slavery. In April (1940) a stamp with the likeness of Booker T. Washington was the first time that an African American was honored in this way.

This pamphlet is a revision of the first Code of Wartime Practices for American Broadcasters issues five months previously. It contains guidelines for voluntary censorship related to "News" and "Programs." Because of the international character of radio broadcast, certain types of information was to be kept off air, including weather; troop locations, strength and movements; damage by enemy attacks; naval or air force information; fortifications; rumors or unconfirmed reports; diplomatic information; and information regarding the new location of art objects or national archives. <br /><br />Telephone calls were not to be aired as they could not be vetted; likewise prohibited were quiz shows and other programs where the enemy might usurp the microphone or an audience member might inadvertantly share information that could aid the enemy. <br /><br />Pamphlet is signed "The Office of Censorship, Byron Price. Director. June 15, 1942"<br /><br />Excerpts: <br />p.2 "...it is the responsibility of every American to help prevent the dissemination of information which will be of value to the enemy and inimical to the war effort.... <br /><br />To combat these dangers effectively, broadcast management must be in complete control of all programming every minute of every day of operation. That accomplished, the broadcasting industry will have fulfilled an important wartime obligation." <br /><br />p. 8 "Radio is requested to avoid dramatic programs which attempt to portray the horrors of war, and sound effects which might be mistaken for air raid alarms, or for any other defense alarms."<br /><br />"Broadcasters should ask themselves, 'Is this information of value to the enemy?' If the answer is 'Yes,' they should not use it."

In 1944, military leaders struggled to maintain troop levels as casualties mounted in World War II. The Navy Women’s Reserve Act, signed into law in 1942, authorized women to become part of the group called Women Accepted for Volunteer Service—commonly known as WAVES. <br /><br />By 1945, some 86,000 reservists were on duty. Women served in myriad roles during the war, running the gamut from clerks and drivers to machinists and radio operators, as well as doctors, engineers, and attorneys. <br /><br />This Richmond broadside encourages women to volunteer to become part of the “all-Virginia WAVES group.”<br /><br />Text:<br /><br />V is for VIRGINIA, the Old Dominion State which has given so generously of her men and women in every cause of justice, righteousness, and democracy. <br /><br />V is for VICTORY, which requires the energy and effort of every man and woman to bring the war to a quick and sure end. <br /><br />V is for VOLUNTEER, as in Virginia Victory Volunteers, the all-Virginia WAVES group in which Virginia women are enlisting during August and September 1944 to achieve the Victory we all desire. <br /><br />Investigate YOUR opportunity today!<br />Volunteer at any U.S. Navy Recruiting Station or Office of Naval Officer Procurement; <br />(5th & Cary Sts., Richmond 19, Va.)

It merged with other ecumenical bodies in 1950 to form the present day National Council of Churches. <br /><br />Masthead: "Gleanings from press releases and other sources to inform busy but sincere people of some of the things affecting the lives of racial minorities. Let's do away with walls ! A news digest published by the Department of Race Relations, Federal Council of Churches, New York, NY. <br /><br />The Federal Council of Churches was an ecumenical association of Protestant denominations in the United States founded in Philadelphia in 1908. It merged with other ecumenical bodies in 1950 to form the present day National Council of Churches. <br /><br />Masthead: "Gleanings from press releases and other sources to inform busy but sincere people of some of the things affecting the lives of racial minorities. Let's do away with walls ! 'We are all one in Christ Jesus.'<br />The Material in the News Service is given for information and is not to be construed as declarations of official attitudes or policies of the Department of Race Relations or the Federal Council of Churches." <br /><br />Articles and topics in this issue include:<br /><br />p. 1 "Editor Fears Results of Educational Equality" discusses a statement made by Virginius Dabney, editor of the Richmond <em>Times-Dispatch</em> that admitting African Americans to institutions of higher education would be harmful to racial relations in Virginia. <br /><br />p. 2 "Birmingham is Scene of Liberal Conference" about the Southern Conference for Human Welfare, held Nov. 20-23, 1938. <br /><br />"Negroes Denied Ballot Indians Vote Freely" a case from Clinton, NC<br /><br />p. 3 "Truck Driver Lynched for Asking Favor" regarding the death of Wilder McGowan in Mississippi<br /><br />"White Women of South Condemn Lynch Evil" the Mississippi Council of the Association of Southern Women for the Prevention of Lynching condemned McGowan's lunching. The article relates, "One-fourth of Wiggins [Mississippi] took part in the lynching party. 'It was very orderly,' contends Sheriff S. C. Hinton." <br /><br />"Negroes and Anti-Semitism"<br />"What About Lynching?"<br />"Negroes Pray for Jews"<br />"Shall We Hate the Jews?" <br /><br />p.4 "The German press has retaliated to American protests as quoted by the N.Y <em>Herald-Tribune</em> for Nov. 16th and 20th... 'The "Voelkischer Beobachter" said that 'the Americans, who continue to treat their Negroes as second class citizens and in whose country lynch justice is, so to speak, good manners, are the least warranted to take upon themselves the role of moral sympathizers'"<br /><br />"F.D.R. Told of Ban on Skilled Negro Workers" <br /><br />"Steps Toward Solving the Negro Problem" discusses the increasing poverty, incarceration, and tuberculosis of African Americans in Washington, DC. <br /><br />"Working Condition, Wages Large Factors in Life Expectancy" regarding the disparity between the life expectancy of blacks and whites as reported by the Surgeon General of the United States.

'We are all one in Christ Jesus.'<br />The Material in the News Service is given for information and is not to be construed as declarations of official attitudes or policies of the Department of Race Relations or the Federal Council of Churches." <br /><br />This issue contains numerous stories regarding efforts by African Americans to secure equal treatment in educational opportunity. One item reports the removal of "Little Black Sambo" from San Diego, Ca. kindergartens. <br /><br />There are also notices regarding issues of race and various Christian denominations. Other stories concern relief sent to Native Americans in areas hit by drought, the hiring of M. Leo Bohanon to the position of Director of Social Work in Minneapolis, Mn., and a story about the adoption of black children evacuated from London [in "Operation Pied Piper"] and the surprise they carried.

"The outbreak of war in Europt has brought penetrating comments from Negroes. We quote from editorials in various papers--all published by Negroes." The use of black troops by colonial powers is denounced. <br /><br />Other items include a notice that Booker T. Washington is to be the first black American honored by the U. S. Government with his face on a postage stamp; the appointment of <a href="https://www.nytimes.com/2007/01/10/obituaries/10bolin.html" target="_blank" rel="noopener" title="NYTimes obituary for Jane Bolin">Jane Bolin</a> as the first African American woman judge; and the significant bequest of <a href="https://hamiltonhistorical.org/" target="_blank" rel="noopener" title="more about John W. Underhill">John W. Underhill</a> to Mays Landing, N.J. <br />
