An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 1, No. 11 contains contributions by:<br /><br />William B. Ruggles<br />Carter Wesley<br />John Wesley Dobbs<br />Robert C. Weaver<br /><br />Selected articles are:<br /><br />“The Negro Vote” – Column on African American party loyalty, and a critique of the Republican party’s appeasement and isolationist tendencies during the rise of Hitler in Europe.<br /><br />“Local Interracial Committees are Busy” – A page of short columns, detailing the activities of regional interracial committees in Georgia, Texas, and South Carolina.<br /><br />Articles on p. 3 concern the participation of African Americans in the Armed Forces. Dr. F. D. Patterson of Tuskegee Institute, Dr. Rayford Logan of Howard University, and Dr. Howard Long of the public schools of the District of Columbia visited the White House to discuss with the President possibilities of African Americans participation in the national defense. The work of Dr. Robert C. Weaver in this regard is noted.<br /><br />There is a brief notice (p. 2) that October 20 the Post Office Department issued a special stamp commemorating the 75th anniversary of the Thirteenth Amendment to the Constitution abolishing slavery. In April (1940) a stamp with the likeness of Booker T. Washington was the first time that an African American was honored in this way.

But driving a car is a big responsibility. So here are a couple of questions for you to think about. How important do you feel it is to buckle up your safety belt when you get into a car? Do you think you or any of your friends will bever be involved in an accident? Maybe you've never thought about it, but you should. Every ten seconds, someone is injured in a crash. And every ten minutes, someone is killed. You can expect to be in an accident at least once in your life. If you use your safety belt, you more than double your chances of surviving."

While speaking to one young boy whose babysitter has abused him, Spider-Man reveals that he too was abused as a child. <br /><br />Letter inside front cover is signed by Anne H. Cohn, D.P.H., Executive Director National Committee for Prevention of Child Abuse:<br /><br />"The purpose of this book is to teach you how to protect yourself from sexual abuse and what to do if it happens to you. I shows you that even people you know and trust can touch you in ways or in places that feel uncomfortable or yukky or just not right. Or, they can make you touch them in private places. An account of the resource
This is the only known copy of the legal analysis that was used to justify the desegregation of Tulane University. <br /><br />In 1959, Joseph M. Jones, president of the Tulane Board of Administrators, approached a Tulane law student, David Campbell, and asked him to research all aspects of desegregation as they applied to higher education. Campbell delivered his report on September 4, 1959. <br /><br />The sixty-page report covered a wide swath of research into desegregation law, including areas to which it applied (jury cases, housing, the right to vote, restrictive covenants, labor unions, etc.), the Fourteenth Amendment, whether Tulane University was a private or public corporation, and laws and cases pertaining to Tulane. One item reports the removal of "Little Black Sambo" from San Diego, Ca. kindergartens. <br /><br />There are also notices regarding issues of race and various Christian denominations. Other stories concern relief sent to Native Americans in areas hit by drought, the hiring of M. Leo Bohanon to the position of Director of Social Work in Minneapolis, Mn., and a story about the adoption of black children evacuated from London [in "Operation Pied Piper"] and the surprise they carried.

Topics include lynchings, jobs and organized labor, peonage, housing, civil rights, health, law, spots, arts, religion, literature, World War 2, and science.<br /><br />Selected notices:<br />p. 1 "The Department of Records of Tuskegee Institute lists only three lynchings for the year 1939, a sharp decrease from former years. In eighteen instances law enforcement officers were credited with preventing lynchings, saving twenty-five persons from 'the hands of mobs,'" <br /><br />p. 2 "The right to vote has been sought with new vigor by Negroes in Southern states. The Klan was revived in an effort to terrify Negroes and keep them from registering in Florida and South Carolina...." <br /><br />"The refusal of library service was dramatized in Alexandria, Va., where the public librarian called the police to remove five colored youths who sought service in this public institution. Mrs. Mary McLeod Bethune, Director of Negro Affairs for the NYA reported at a meeting of the Southern Education Foundation that only 14 per cent of 509 public libraries in 13 Southern stataes provided service for Negroes."<br /><br />"Health facilities for Negroes are notably lacking. A study in Mississippi made by the American Medical Association showed that there was only one Negro physician for each 14,221 colored persons and only 731 beds in general hospitals for the entire Negro population of more than a million in the state. It is estimated that 75 per cent of the deaths from tuberculosis are Negroes but only 40 beds are available for their care. This represents the worst type of situation." <br /><br />p. 3 "Joe Louis world's heavyweight champion, defended his title four times in 1939." <br /><br />"Marian Anderson, internationally known contralto, soared to new heights when she sang to 75,000 and a nationwide radio audience from the steps of the Lincoln Memorial in Washington, after exclusion by the D. A. R. from using Constitution Hall." <br /><br />"The threatened growth of anti-Semitism has intensified the study of race relations and many church groups have broadened their consideration of race to include this problem." <br /><br />"The Society for the Psychological Study of Social Issues issued a statement declaring that experiments showed no characteristic inherent psychological differences to distinguish so-called 'races.'" <br /><br />"From the American Jewish Committee, New York...<br />Stimulated by the meeting between representatives of the Jewish press and Negro organizations held at the end of September, the Jewish press in the United States has undertaken a systemic campaign to improve relations between Negroes and Jews."

An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by then President of the CIC Howard W. Odum, the name <em>The Southern Frontier</em> alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 2, No. 1 contains contributions by:<br /><a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Jessie+Daniel+Ames" target="_blank" title="materials related to Jessie Daniel Ames" rel="noreferrer noopener">Jessie Daniel Ames</a><br /><br />Selected articles are:<br /><br />"Negroes Make Progress--Many 'Firsts' in 1940"<br /><br />“Hot Spots Develop In Three States” – An article about high racial tensions in Memphis, TN; Dallas, TX; and Georgetown, SC, and how the general public, city governments, and police departments are responding.<br /><br />“What is a Lynching?” – An article describing a December 14, 1940 conference held at Tuskegee Institute in which a definition of lynching was accepted as needing “legal evidence that a person has been killed and that he met his death illegally at the hands of a group acting under the pretext of service to justice, race or tradition.” <br /><br />"Lynching Map of the United States for the Past Decade" <br /><br />"Why We Lynched--1940" notes the reasons for various lynchings in the South.<br /><br />An article on page 4 notes the unequal salaries of black and white teachers and school administrators in Virginia. "In the City of Richmond, the salaries of Negro principals of Negro high schools and elementary schools are a little more than one-half of the salaries paid to white high school principals--while white principals of Negro schools are paid approximately one-third more than Negro principals."<br /><br />"Negroes Refused Correspondence Courses" describes how the Texas Attorney General has rulled against black citizens who wished to take correspondence classes at whites-only schools.

Haywood<br /><br /> Selected articles are:<br /><br /> “The South Has a `Bottleneck’” – An article describing the South as an environment common with incidents of governmental discrimination towards black citizens, as well as acts of goodwill on the parts of individual white citizens, but that are in turn done in silence or in secrecy to avoid backlash from governing or administrating entities.<br /><br /> “Negro Soldiers Want White Commander” – An article describing a case in which a platoon of black soldiers holding resentment over being assigned a black commander. The article provides analysis of this story, one from a white southerner perspective, the other from a black southerner perspective. <br /><br />"Negroes Enter Army Aviation" discusses the formation of the <a href="https://en.wikipedia.org/wiki/Tuskegee_Airmen" target="_blank" title="Tuskegee Airmen" rel="noreferrer noopener">Tuskegee Airmen</a>. The article notes that the (Negro) National Airmen's Association opposes segregation in the military.

In 1919 the Circle was reorganized as a peace time program for the promotion of public health work in African American communities. <a href="https://babel.hathitrust.org/cgi/pt?id=mdp.39015012320084&view=2up&seq=238" target="_blank" title="photograph of Belle Davis" rel="noreferrer noopener">Belle Davis</a>, a graduate of Fisk University, served as the Circle's executive secretary. Davis made over <a href="https://babel.hathitrust.org/cgi/pt?id=mdp.39015012320084&view=2up&seq=236" target="_blank" title="Pathfinders, by Adah B Thoms" rel="noreferrer noopener">25,000 visits</a> in nine years to promote public health and welfare and raise awareness of the needs of black communities. <br /><br />The National Health Circle for Colored People also worked to recruit, educate and place African American public health nurses. They raised money for scholarship loans and at one time provided office space for the <a href="https://en.wikipedia.org/wiki/National_Association_of_Colored_Graduate_Nurses" target="_blank" title="NACGN in Wikipedia" rel="noreferrer noopener">National Association of Colored Graduate Nurses</a>. <br /><br />This pamphlet list six "Objects of the Organization" and speaks to public health conditions, their causes, and the remedy. An appeal to both white and black citizens for membership is followed by endorsements from Theodore Roosevelt, R. R. Moton, Haven Emerson, M.D., and C. Everit Macy. <br /><br />Dr. Will W. Alexander of the <a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Commission+on+Interracial+Cooperation" target="_blank" title="materials related to the CIC" rel="noreferrer noopener">Commission on Interracial Cooperation</a> is listed as a member of the Board of Directors. <br /><br />The Circle notes that "tuberculosis kills eleven times as many Negro boys between the ages of ten and fourteen as white boys, and about eight times as many colored girls as white girls." An account of the resource
This article reports on the Virginia Church Conference on Race Relations held October 28, 1930 at St. Paul's Episcopal Church in Richmond, Va. The theme of the conference was "Facing the Facts with a Christian Program." Dr. Ben Lacy, Jr. President of Union Theological Seminary, presided over the gathering of leaders of white church groups in Virginia, and representative of Virginia schools and colleges. <br /><br />Speakers presented findings of "The Negro in Richmond, Virgina" a study completed by the Negro Welfare Suvey Committee in 1929. Topics such as housing, education, community health and infant mortality were discussed. Other matters covered included the possible re-release of "Birth of a Nation" as a sound film, lynchings, and interracial cooperation. The Hon. John Pollard, Governor of the Commonwealth and Dr. Robert R. Moton , principal of Tuskegee Institute addressed "a great interracial mass meeting attended by a thousand prominent citizens in addition to members of the conference." An account of the resource
Orie Latham Hatcher, Ph.D. was head of the Bureau of Vocations in Virginia, a group founded in 1915. <br /><br />Dr. Hatcher and the work of the Bureau of Vocations was described in <a href="https://babel.hathitrust.org/cgi/pt?id=uc1.c2572263&view=2up&seq=150" target="_blank" title="read "The Virginia Teacher" through HathiTrust.org" rel="noreferrer noopener"><em>The Virginia Teacher </em>(vol. 2, no. 5, p. 128)</a>:<br /><br />"She is the head of a unique institution, the Bureau of Vocation of Virginia, which was founded six years ago in Richmond, under her inspiration. This institution exerts a strong educational influence. It inspires women first, to the best general education possible, then to adequate special training in some one field of work wisely chosen."<br /><br /><em>Occupations for Women</em> contains a preliminary essay written by Hatcher entitled "Women Who Work," in which Hatcher presents the various points of view related to women working outside the home at different stages of life. Towards the end of the essay, Hatcher describes "Signs of Progress" and "Handicaps to Progress."<br /><br /> Excerpts from that essay, and the introduction to the section of the book dealing with Social Work, are presented here.

This broadside asserts “there is a basic, inherent mental difference between the races,” citing IQ tests and a booklet by Henry E. Garrett, <em>How Classroom Desegregation Will Work</em> (1966). <br /><br /><a href="https://en.wikipedia.org/wiki/Henry_Garrett_(psychologist)" target="_blank" title="biographical information on Wikipedia" rel="noreferrer noopener">Henry Garrett</a> was at the forefront of a resurgence of racial pseudoscience in the mid-twentieth century. He argued for segregation in <em>Davis v. County School Board</em> (one of the cases in Brown v. Board), compiled a pamphlet of his essays for the white supremacist <a href="http://www.citizenscouncils.com/" target="_blank" title="About Citizens' Council" rel="noreferrer noopener">Citizens’ Council</a>, and his views were used to forward the work of other eugenicists. <br /><br />Excerpts:<br /><br />That is why Classroom Desegregation will <em>never</em> work: There is a basic, inherent mental difference between the races. If you mix the classrooms and gear the standards to Negroes, you deny White children their optimum chance. If you gear the standards to White mentality, you develop frustrations on the part of Negroes, with subsequent antagonisms, drop-outs, and "delinquencies...."<br /><br />Race differences, as an issue, is the overriding problem of our time. These differences are something too few of us know about. Now is the time to learn, before it is too late. If you <em>know</em> what you are talking about, you can help defeat Black Power. Only the truth will keep us free.

This newsletter is a publication of the anti-busing Save Our Neighborhood Schools, Inc., (SONS) organization. A subscription form listing the Board of Directors for SONS is also shown. <br /><br />In the 1970 case, Bradley v. Richmond School Board, Judge Robert Merhige, Jr., ordered limited citywide busing in order to integrate Richmond, Virginia, schools, resulting in further white flight. Opposition from white parents was fierce and organized, as evidenced by groups such as SONS. <br /><br />Merhige's decision was overturned on June 6, 1972 by the U.S. Fourth Circuit Court of Appeals, which was affirmed a year later in the U.S. Supreme Court. The Court subsequently invalidated most busing across city-county boundaries and, unable to counteract white flight, many city schools again became overwhelmingly black. First <em>Bulletin</em> of the <a href="https://gallery.library.vcu.edu/exhibits/show/making-vcu/early-social-work-history" target="_blank" rel="noopener" title="online exhibit of school history">Richmond School of Social Economy</a>. This school would change names at several points in its history, becoming the School of Social Work and Public Health, the Richmond Professional Institute, and, after merging with the Medical College of Virginia, Virginia Commonwealth University. <br /><br />Stamped on cover: "Name changed from Richmond School of Social Economy to Virginia School of Social Work."<br /><br />Address also changed with a stamp from "<a href="https://www.google.com/maps/@37.540251,-77.4386129,3a,75y,278.2h,118.74t/data=!3m6!1e1!3m4!1sNAutB6LXUUJ1LdXXZW804g!2e0!7i16384!8i8192" target="_blank" rel="noopener" title="View this location in Google Street View">6-8 North 6th Street</a>" to "1112 Capitol St." Richmond, VA.<br /><br />This bulletin describes the classes, curriculum, and field work offerred by the new Richmond School of Social Economy along three tracks: general, public health nursing, and recreation. Entrance requirements, registration, fees, scholarships, library facilities, board and other matters are outlined. The names of the Board of Directors, Administrative Officers, Faculty and Special Lecturers are listed. <br /><br />An <a href="https://socialwelfare.library.vcu.edu/?p=23775&preview=true" target="_blank" rel="noopener" title="ad from the Richmond Times-Dispatch, July 22, 1917">advertisement</a> for the first term declared: "Usual Opportunities Offerred For specialization in Public Health Nursing, Church Work, Medical Social Work, Juvenile Court and Playground Work."<br /><br />Field work in the first year included the <a href="https://socialwelfare.library.vcu.edu/corrections/virginia-home-and-industrial-school-for-girls/" target="_blank" rel="noopener" title="history of the institution">Virginia Home and Industrial School for Girls</a>, a reform school in Bon Air, Va. The superintendent, Anna M. Petersen taught eugenics at the RSSE. <br /><br />---<br /><br />Transcriptions of <em>Richmond Times-Dispatch</em> articles describing the events surrounding the establishment of the school may be found at the Social Welfare History Project. These describe the period from October 1916, when serious conversations about starting a school began to be reported in the press, to July 1917 when Howard H. Hibbs, began as the school's first director. <br /><br />The efforts of Richmond and Petersburg citizens such as Orie Latham Hatcher, Virginia McKenney (later Claiborne), Father Charles Hannigan, Nannie Minor, the Rev. J. T. Mastin, May Lansfield Keller, Katherine H. Hawes, the Rev. H. C. D. Maclachlan, and Agnes Randolph were important in the movement from felt need, to the idea of a school, and finally to the reality of classes and field work. <br /><br />Additional transcriptions in the Social Welfare History Project concern reporting of the school's opening and first term. <br /><br />Excerpts from the <em>Bulletin</em>: <br />
