Newsletter published by the Virginia State Conference-NAACP. The Candle's header shows two lighted candles and the motto, "It is Better to Light One Candle Than to Curse the Darkness."<br /><br />This issue includes reporting on the Virginia Political Action convention. Photographs of particiapnts in the Visual Aid Educational Political Action program show young people in costume and with props illustrating the importance of voting.<br /><br />Excerpts: <br /><br />Cover photograph captioned "The Three Presidents. 22 Years of Progressive Leadership. Dr. J. M. Tinsley of Richmond, president emeritus of the Virginia State Conference, congratulates Dr. Philip Y. Wyatt of Fredericksburg the newly elected Conference president as Dr. E. B. Henderson of Falls Church, retiring president looks on. Dr. Tinsley retired in 1955 after servicing as Conference president for 20 years. Dr. Henderson, after serving as president for two years could not stand for re-election because of a constitutional provision (adoped in 1955) prohibiting a third term."<br /><br />p.2 In our PAC work we have to keep going over the same points. In Virginia 26% of the adult population is colored, but we do not have a single Negro among the 100 Delegates in the General Assembly, nor among the 40 Senators. If we could get the majority of Negroes to vote our fight against segregation and discrimination would make real headway. <br /><br />There are three steps in getting Negroes to "count"; payment of poll taxes before the deadline, registration, and voting. Why don't more colored people vote? Some don't think it matters, some lack the education, some are fearful, and some just don't make the effort. We must keep hammering to get the deadlines met, to get older people who have never voted to overcome their shyness, to get citizens to study up on issues and candidates. We must inspire our teachers, ministers, and civic leaders to be voting citizens themselves and to preach the importance of using the ballot to win freedom.

A publication of the Equal Suffrage League of Virginia. <br /><br />The ESL formed in November 1909 in Richmond, Va. Lila Meade Valentine served as the first president. Adele Goodman Clark, Nora Houston, Ellen Glasgow, Mary Johnston, Kate Waller Barrett, and Kate Langley Bosher were among the approximately 20 women who founded the group. In 1910, Ellen Gertrude Kidd, owner of "Pin Money Pickles" became treasurer of the ESL. An advertisement for Pin Money Pickles appears on p. 16 of this issue.

Batchelor" rel="noreferrer noopener">C. D. Batchelor</a> is captioned, "IF YOU WOULD HAVE A FRIEND, <span style="text-decoration:underline;">BE ONE!</span>" It shows a woman (suffrage) standing with her arms draped over a donkey (at left) and an elephant (at right). Two banners are crossed behind her: "St. Louis (walk less) Suffrage Parade" and "Chicago Suffrage Parade." <br /><br />The article on pp. 6-7 "All aboard for Chicago!" begins "Chicago will be the suffrage center of the United States on June 7th." The article continues, "In the parade, which promises to be the biggest ever held in the Middle West, will be delegations of women from all parts of the country, bouyantly marching behind bands of martial music and keeping step to the beat of a single thought--that of impressing upon the masculine voters of this country the necessity of having the National Republican Convention insert an equal suffrage plank in its national party platform."

Pages 7-8 (front and back) removed from <em>Federal Council Bulletin</em>, September-October, 1926. The article, "Church Women Explore Interracial Paths," details an interracial conference held on September 21-22, 1926 at Eagles Mere, Pa.<br /><br />The conference was organized by the Commission on the Church and Race Relations of the Federal Council of Churchs, the Council of Women for Home Missions, and the National Board of the Y.W.C.A. It was attended by delegates from numerous denominations and organizations. Adele Clark of Richmond, Va. attended representing the National League of Women Voters. <br /><br />The object of the conference, according to the chair Mrs. Richard W. Westbrook (Mary L. Westbrook), was<br /><br />"(1) To enlarge the scope of interracial thinking and to enlist the women of the churches more actively in plans and programs for improving the relations between the white and colored groups in America; <br />(2) To discuss methods of better interracial organization through churches and their auxiliaries so that women may more effectively act on local interracial conditions; <br />(3) To exchange concrete experiences from groups of women that have already attempted to carry out interracial programs;<br />(4) To study the past experience of organizations that have done such work, to learn both from the sucesses and failures of such efforts how best to proceed in the future;<br />(5) To understand better the present trend of feeling and opinion in race relations that the Churches may more effectively work for interracial goodwill and cooperation."<br /> <br /><br /><br /><a href="https://images.socialwelfare.library.vcu.edu/items/browse?tags=Interracial+Conference+of+Church+Women" target="_blank" title="Documents related to the Interracial Conference of Church Women" rel="noreferrer noopener">See all documents</a> related to the conference.

A newsletter of the Commission for Interracial Cooperation addressed to the Virginia State Committee members in the area of Richmond, Va. <br /><br />Excerpts: <br /><br />p.1 The one thing important is for the leaders of both races to be close enough to each other to know the needs, and, as far as possible, the thoughts, feelings and attitudes of each race toward the other. I see nothing constructive in saying "We have the best Negroes (or white folks) in the world" unless that is based upon first-hand knowledge of the actual conditions; surface impressions may not be trustworthy. <br /><br />I could recite number of illustrations where trusted leaders of both races are patiently, quietly and courageously facing these situations where there may be injustice and discrimination and are trying to change the attitude out of which unsatisfactory conditions grow, thus producing a by-product of understanding and mutual trust upon which all permanent adjustments must rest.<br /><br />p.2 Have there been any lynchings in your section or in your state thus far in 1928? If so give particulars.<br /><br />During the past few years, the Commission, among many other constructive services, has conducted a vigorous campaign agaist the practice of lynching, all too prevalent in most American states. During three of the past four years, the number of lynchings has reached the low annual mark of 16, against a former forty-year average of more than 100. Certainly the Commission would not lay claim to all the credit for this progress; many factors have contributed, not the least of which is the press, which has created a more enlightened public opinion.

<p>Published by Commission on Interracial Cooperation (CIC), <em>The Southern Frontier</em> was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South.</p>
<p>As described by the then President of the CIC Howard W. Odum, the name <em>The Southern Frontier </em>alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.</p>

The article provides analysis of this story, one from a white southerner perspective, the other from a black southerner perspective. <br /><br />"Negroes Enter Army Aviation" discusses the formation of the <a href="https://en.wikipedia.org/wiki/Tuskegee_Airmen" target="_blank" title="Tuskegee Airmen" rel="noreferrer noopener">Tuskegee Airmen</a>. "In the City of Richmond, the salaries of Negro principals of Negro high schools and elementary schools are a little more than one-half of the salaries paid to white high school principals--while white principals of Negro schools are paid approximately one-third more than Negro principals."<br /><br />"Negroes Refused Correspondence Courses" describes how the Texas Attorney General has rulled against black citizens who wished to take correspondence classes at whites-only schools.

A news digest published by the Department of Race Relations, Federal Council of Churches, New York, NY. <br /><br />The Federal Council of Churches was an ecumenical association of Protestant denominations in the United States founded in Philadelphia in 1908. It merged with other ecumenical bodies in 1950 to form the present day National Council of Churches. <br /><br />Masthead: "Gleanings from press releases and other sources to inform busy but sincere people of some of the things affecting the lives of racial minorities. Let's do away with walls ! 'We are all one in Christ Jesus.'<br />The Material in the News Service is given for information and is not to be construed as declarations of official attitudes or policies of the Department of Race Relations or the Federal Council of Churches." <br /><br />This issue takes a look back at 1939, noting important stories and trends. Topics include lynchings, jobs and organized labor, peonage, housing, civil rights, health, law, spots, arts, religion, literature, World War 2, and science.<br /><br />Selected notices:<br />p. 1 "The Department of Records of Tuskegee Institute lists only three lynchings for the year 1939, a sharp decrease from former years. In eighteen instances law enforcement officers were credited with preventing lynchings, saving twenty-five persons from 'the hands of mobs,'" <br /><br />p. 2 "The right to vote has been sought with new vigor by Negroes in Southern states. The Klan was revived in an effort to terrify Negroes and keep them from registering in Florida and South Carolina...." <br /><br />"The refusal of library service was dramatized in Alexandria, Va., where the public librarian called the police to remove five colored youths who sought service in this public institution. Mrs. Mary McLeod Bethune, Director of Negro Affairs for the NYA reported at a meeting of the Southern Education Foundation that only 14 per cent of 509 public libraries in 13 Southern stataes provided service for Negroes."<br /><br />"Health facilities for Negroes are notably lacking. A study in Mississippi made by the American Medical Association showed that there was only one Negro physician for each 14,221 colored persons and only 731 beds in general hospitals for the entire Negro population of more than a million in the state. It is estimated that 75 per cent of the deaths from tuberculosis are Negroes but only 40 beds are available for their care. This represents the worst type of situation." <br /><br />p. 3 "Joe Louis world's heavyweight champion, defended his title four times in 1939." <br /><br />"Marian Anderson, internationally known contralto, soared to new heights when she sang to 75,000 and a nationwide radio audience from the steps of the Lincoln Memorial in Washington, after exclusion by the D. A. R. from using Constitution Hall." <br /><br />"The threatened growth of anti-Semitism has intensified the study of race relations and many church groups have broadened their consideration of race to include this problem." <br /><br />"The Society for the Psychological Study of Social Issues issued a statement declaring that experiments showed no characteristic inherent psychological differences to distinguish so-called 'races.'" <br /><br />"From the American Jewish Committee, New York...<br />Stimulated by the meeting between representatives of the Jewish press and Negro organizations held at the end of September, the Jewish press in the United States has undertaken a systemic campaign to improve relations between Negroes and Jews."

A news digest published by the Department of Race Relations, Federal Council of Churches, New York, NY. <br /><br />The Federal Council of Churches was an ecumenical association of Protestant denominations in the United States founded in Philadelphia in 1908. It merged with other ecumenical bodies in 1950 to form the present day National Council of Churches. <br /><br />Masthead: "Gleanings from press releases and other sources to inform busy but sincere people of some of the things affecting the lives of racial minorities. Let's do away with walls ! 'We are all one in Christ Jesus.'<br />The Material in the News Service is given for information and is not to be construed as declarations of official attitudes or policies of the Department of Race Relations or the Federal Council of Churches." <br /><br />This issue begins with the section "Negroes and the War." "The outbreak of war in Europt has brought penetrating comments from Negroes. We quote from editorials in various papers--all published by Negroes." The use of black troops by colonial powers is denounced. <br /><br />Other items include a notice that Booker T. Washington is to be the first black American honored by the U. S. Government with his face on a postage stamp; the appointment of <a href="https://www.nytimes.com/2007/01/10/obituaries/10bolin.html" target="_blank" rel="noopener" title="NYTimes obituary for Jane Bolin">Jane Bolin</a> as the first African American woman judge; and the significant bequest of <a href="https://hamiltonhistorical.org/" target="_blank" rel="noopener" title="more about John W. One item reports the removal of "Little Black Sambo" from San Diego, Ca. kindergartens. <br /><br />There are also notices regarding issues of race and various Christian denominations. Other stories concern relief sent to Native Americans in areas hit by drought, the hiring of M. Leo Bohanon to the position of Director of Social Work in Minneapolis, Mn., and a story about the adoption of black children evacuated from London [in "Operation Pied Piper"] and the surprise they carried.

Front and back covers of <em>Social Justice, </em>February 13, 1939. <br /><br /><em> Social Justice</em> was a national weekly periodical published by Father Charles Coughlin during the late 1930s and early 1940s<em>. </em>Couglin was a Canadian-American Roman Catholic priest based near Detroit, Michigan. Coughlin hosted a weekly radio show that reached an estimated 30 million listeners. <br /><br /><em>Social Justice</em> was controversial for publishing anti-Semitic polemics. Eventually, the periodical's mailing permit was revoked and Father Coughlin's radio show was forced off the air. <br /><br />Excerpts:<br /><br />Front cover: "Make Your Choices" <br />[Image Description: A man stands stroking his beard as he contemplates two statues, one of Abraham Lincoln and the other of Lenin.] <br /><br />"Today, this nation makes a mental pilgrimage to Springfield, Illinois, there to pay memorial tribute at the tomb of Abraham Lincoln. <br />The rough, honest frontiersman lawyer who became a wartime President of the United States, has become a symbol of the Typical American. He is the Poor Man's President, the Great Emancipator, the Commander-in-Chief of the Grand Army of the Republic, and a martyr because he opposed dis-union and the international bankers. <br /><br />Across the world, another tomb--that of Lenin in the Red Square of Moscow--is also a center of pilgrimage and the symbol of internationalism. <br /><br />Disciples of Lenin and followers of Lincoln are today in conflice in this country. And no American can be a 'neutral.' <br /><br />Which hero, Lenin or Lincoln? On which side are YOU--Americanism or Communism?"<br /><br />Back cover: "The 'Smut' Vendor"<br />[Image Description: A man stands before a newsstand, smoking a cigarette and holding out a salacious magazine to the viewer. Behind him the shelves are filled with periodicals with titles such as "Smut," "Scandal," "Slime," "Passion," and "Scum."] <br /><br />"Our Man of the Week is a merchandiser of sensation, of propaganda disguised as entertainment, and of outright subversion of morality. <br /><br />The artist has sought to catch the evil spirit of his menace. Readers of <em>Social Justice</em> were introduced last week to the 'Mystical Body of Satan'--on the racks of any modern newstand on may survey his work.<br /><br />Confident that America is a 'Christian' country, we have permitted to thrive and prosper off our indifference, a progressively flagrant affronting of common decency, to say nothing of Christian morals. <br /><br />Encouraged by our tolerance, the Smut Vendors have grown bolder: from off-color joke illustrated by daring cartoons, the magazines have retrograded rapidly into deliberate filth. Feminine nudity and bad taste in 'candid camera reporting' is a commonplace for the nation's children. <br /><br />The remedy is in YOUR hands. Tell your newsstand dealer what magazines offend and why. Tell the advertisers who support these magazines why you think their editorial contents ought not to be supported.<br /><br />A Legion of Decency some years ago cleaned up Hollywood's rotten films; let's clean up the newsstands!"

Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 1, No. 12 contains contributions by:<br /><br />Felton G. Weaver<br /><br />Selected articles are:<br /><br />“The Negro Vote” – Column on African American party loyalty, and a critique of the Republican party’s appeasement and isolationist tendencies during the rise of Hitler in Europe.<br /><br />“Local Interracial Committees are Busy” – A page of short columns, detailing the activities of regional interracial committees in Georgia, Texas, and South Carolina.<br /><br />Articles on p. 3 concern the participation of African Americans in the Armed Forces. Dr. F. D. Patterson of Tuskegee Institute, Dr. Rayford Logan of Howard University, and Dr. Howard Long of the public schools of the District of Columbia visited the White House to discuss with the President possibilities of African Americans participation in the national defense. The work of Dr. Robert C. Weaver in this regard is noted.<br /><br />There is a brief notice (p. 2) that October 20 the Post Office Department issued a special stamp commemorating the 75th anniversary of the Thirteenth Amendment to the Constitution abolishing slavery. In April (1940) a stamp with the likeness of Booker T. Washington was the first time that an African American was honored in this way.

An account of the resource
Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. Aiming to share the stories overlooked by traditional newspapers, the newsletter published stories of social progress, as well as stories of racial injustices faced by African Americans across the American South. <br /><br />As described by the then President of the CIC Howard W. Odum, the name The Southern Frontier alludes to the need for even greater pioneering and progress in the social and cultural frontiers, the American South being the most turbulent field in reference to race relations and progress at the time.<br /><br />Vol. 1, No. 9 contains contributions by:<br /><br />John A. Kenney<br />Carter Wesley<br />Lee M. Owen<br />Homer F. Sanger<br />A. W. Dent<br /><br />Selected articles are:<br /><br />“Shortage of Negro Doctors” – A column by editor Carter Wesley of the Houston (Texas) Informer, highlighting the severely disproportionate ratio of African American doctors to African American citizens living in the south, prompting Wesley to further call for a lowering of the training standards needed to become a doctor. <br /><br />“What Negroes are Saying about National Politics” – An article featuring campaign promises from the Republican Party of Philadelphia and the Democratic Party of Chicago as well as selected quotes from African American citizens in advance of the 1940 national elections.

E. Chapman<br />Jonathan Daniels (<span>editor of the Raleigh, N. C., <em>News and Observer</em>)</span><br />C. C. Spaulding<br /><br />Selected articles are:<br /><br />“The Need to Eat Is Not Racial” – An article discussing the increasingly impoverished conditions faced by not only the black community, but also the white community. It addresses how economic collapse and poor labor laws have resulted in lower-class jobs, perceived to be traditionally black jobs, being taken on by white people, and that the phenomenon it is not immediately a racial issue. <br /><br />“Negroes Celebrate 75 Years of Progress” – An article about the American Negro Exposition held from July 4, 1940 to September 2, 1940 at Chicago Coliseum, an event commemorating the 75th anniversary of the emancipation of those held as slaves in the South as well as the ratification of the Thirteenth Amendment to the United States Constitution.<br /><br />A notice about Louisiana Senate Bill 100 describes a proposed law that would require that "only bona fide voters can be employed in any capacity by railroads operating within the State" (p. 2).<br /><br />"White Women Seek Repeal of Poll Tax Law" notes that only eight states still assess a poll tax for the privilege of exercising the right of the franchise.<br /><br />Death notices (outlined in mourning black) for Dr. James Hardy Dillard, Mrs. Hallie Paxson Winsborough, and John W. Abercrombie are found on p. 4.
