This pamphlet was created by Dr. Valeria H. Parker, National Chairman of the Social Hygiene Committee of the National League of Women Voters, and outlines outlines the League's general platform and stances regarding the abolition of commercialized prostitution, venereal disease control, and "delinquents, minors and defectives." Similarly, this pamphlet includes legislation and congressional appropriations endorsed by the National League of Women Voters. <br /><br />"The Social Hygiene Committee of the National League of Women Voters believes in the right of the individual to knowledge of laws of physical, mental and racial health, and stands ready to lend its support to public appropriations for agencies qualified to disseminate such education."

Educational comic book about the dangers of drinking while pregnant and Fetal Alcohol Syndrome.<br /><br />Sponsored by the U.S. Department of the Treasury, Bureau of Alcohol, Tobacco and Firearms. Inside front cover contains a letter signed by G. R. Dickerson, Director of the ATF. <br /><br />Plot: An pregnant woman comes into the hospital having injured her hand badly after drinking and falling at a party. Dr. Morgan speaks to her about the danger alcohol presents to her unborn child.<br /><br />Excerpts:<br /><br />From letter: "The unborn child gets its nourishment from the mother. What she eats or drinks, the infant share - - including alcoholic beverages. Research has shown that women who drink heavily during pregnancy risk giving birth to infants who suffer from a variety of physical and/or mental defects, a condition known generally as "Fetal Alcohol Syndrome."<br /><br />From comic: "A woman should remember one thing! <strong>The womb that your baby grows in for nine months before birth can be more important than any other home your child will live in during its lifetime!</strong>"

First <em>Bulletin</em> of the <a href="https://gallery.library.vcu.edu/exhibits/show/making-vcu/early-social-work-history" target="_blank" rel="noopener" title="online exhibit of school history">Richmond School of Social Economy</a>. This school would change names at several points in its history, becoming the School of Social Work and Public Health, the Richmond Professional Institute, and, after merging with the Medical College of Virginia, Virginia Commonwealth University. <br /><br />Stamped on cover: "Name changed from Richmond School of Social Economy to Virginia School of Social Work."<br /><br />Address also changed with a stamp from "<a href="https://www.google.com/maps/@37.540251,-77.4386129,3a,75y,278.2h,118.74t/data=!3m6!1e1!3m4!1sNAutB6LXUUJ1LdXXZW804g!2e0!7i16384!8i8192" target="_blank" rel="noopener" title="View this location in Google Street View">6-8 North 6th Street</a>" to "1112 Capitol St." Richmond, VA.<br /><br />This bulletin describes the classes, curriculum, and field work offerred by the new Richmond School of Social Economy along three tracks: general, public health nursing, and recreation. Entrance requirements, registration, fees, scholarships, library facilities, board and other matters are outlined. The names of the Board of Directors, Administrative Officers, Faculty and Special Lecturers are listed. <br /><br />An <a href="https://socialwelfare.library.vcu.edu/?p=23775&preview=true" target="_blank" rel="noopener" title="ad from the Richmond Times-Dispatch, July 22, 1917">advertisement</a> for the first term declared: "Usual Opportunities Offerred For specialization in Public Health Nursing, Church Work, Medical Social Work, Juvenile Court and Playground Work."<br /><br />Field work in the first year included the <a href="https://socialwelfare.library.vcu.edu/corrections/virginia-home-and-industrial-school-for-girls/" target="_blank" rel="noopener" title="history of the institution">Virginia Home and Industrial School for Girls</a>, a reform school in Bon Air, Va. The superintendent, Anna M. Petersen taught eugenics at the RSSE. <br /><br />---<br /><br />Transcriptions of <em>Richmond Times-Dispatch</em> articles describing the events surrounding the establishment of the school may be found at the Social Welfare History Project. These describe the period from October 1916, when serious conversations about starting a school began to be reported in the press, to July 1917 when Howard H. Hibbs, began as the school's first director. <br /><br />The efforts of Richmond and Petersburg citizens such as Orie Latham Hatcher, Virginia McKenney (later Claiborne), Father Charles Hannigan, Nannie Minor, the Rev. J. T. Mastin, May Lansfield Keller, Katherine H. Hawes, the Rev. H. C. D. Maclachlan, and Agnes Randolph were important in the movement from felt need, to the idea of a school, and finally to the reality of classes and field work. <br /><br />Additional transcriptions in the Social Welfare History Project concern reporting of the school's opening and first term. <br /><br />Excerpts from the <em>Bulletin</em>: <br />

Description
An account of the resource
Buzzy has the answer to "School Blues!" <br /><br />Comic description: After being discouraged by a bad report card, Joe thinks about quitting high school and starting a job. Joe meets with his school counselor, at his parent's suggestion, and his counselor enrolls him in a new course. Joe tells Buzzy that he likes his new course so much that he has decided to stay in school. His grades in all his other subjects have also improved. Buzzy reminds the reader to carefully consider important life decisions. <br /><br />[Image description: A text panel on the comic book cover reads: "How would you like a Superboy souvenir in your home? A memento of some great adventure or deed performed by the BOY OF STEEL? You'd like it, of course, but no more so than eager customers in Smallville, flocking to purchase mementos of their famed boy citizen! Everybody is happy-- except Superboy himself-- when he learns there is a mystery behind the Superboy Souvenirs!". The image on the cover shows superboy using his super-strength to place a giant meteor onto a petastal. World War I pamphlet warning soldiers of the effect of sexually transmitted diseases. <br /><br />Transcription: <br /><br />"Soldier, you responded when your country called. You have put your strength, your manhood and your hope into this war. You want to be a clean-cut fighting-man. You want ours to be the most efficient army in the world. You want the army to win. <br /><br />You cannot be a clean-cut fighting-man, you cannot do your part in making a great army and you cannot do your best toward winning the war unless you avoid immoral women. For from these women comes disease. From disease come inefficiency. From inefficiency comes disaster.<br /><br />It is unpatriotic to be immoral. A good soldier will not hazard his physical fitness and his moral cleaness by association with bad women. every man who is moral adds to the strength of the army. Every man who is immoral invites the ruin of the army and the death of himself and his comrades-in-arms.<br /><br />Europe had dound this out. Our associates in the great war for democracy-French,British,Belgian, Russian and the rest--have all seen that the disabilityfrom venereal disease has weakened their armies and has been one of the causes that have postponed final victory. If you want to save America from like experience--if you want victory to come quickly and certainly--you can at least do you share toward keeping the army morally clean and morally straight. <br /><br />Sexual intercourse is not necessary to good health. Self control is. Whihc will you exhibit--the spirit of a man, strong and self-contained, or the spirit of your worst self?<br /><br />We ask you to follow honestly and literally the health regulations of the army. <br /><br />We ask you to keep in touch with your home-folks and to remember that you are fighting for the clean things of life--for home, for sweetheart, for sister and for mother.<br /><br />We ask you to engage only in such amusements as will keep your body in good condition, remembering that clean athletics and manly sport will help prepare you to meet the enemy.<br /><br />We ask you to guard your own conduet while on furlough and to help the other fellow keep straight.<br /><br />We ask you to remember what your body means to your country and your flag: Care for it as a precious possession, dedicated to a worthy cause without reproach or strain.<br /><br />We ask you to remember that you represent the honor, the character and the cleanness of America: By your acts your nation will be judged.<br /><br />This little message is written you from a conference held in the office of the Governor of Virginia and it is signed by friends.

<p>Promotional materials for "Stop Polio Sunday. Second Dose Jan. 19." A hand drops the vaccine onto a sugar cube.<br /><br />Text: "<span style="text-decoration:underline;">everyone</span> needs Sabin Vaccine. <br />For complete protection against polio, EVERYONE over two months old needs ALL THREE TYPES of Sabin oral vaccine. Sabin school clincis will be open JANUARY 19 from NOON TO 6 P.M. to offer you your second dose of Sabin oral vaccine. <br /><br />BE SURE AND ATTEND YOUR LOCAL SABIN CLINIC AND TAKE THE SECOND DOSE OF SABIN VACCINE. HELP TO BANISH POLIO FROM THE RICHMOND AREA FOREVER. <br />Check the other side for clinic nearest you."<br /><br />------<br /><br />The (near) elimination of polio is one of medicine’s great success stories. Jonas Salk (1914–1995) developed the first effective polio vaccine in 1953. Albert Sabin (1906–1993) developed an oral version of the vaccine in 1956. <br /><br />Polio cases dropped dramatically wherever the vaccines were used, and polio was eliminated in the U.S. by 1979. Through the efforts of the Global Polio Eradication Initiative, formed in 1988, worldwide polio cases were down to 37 by 2016. <br /><br />Poliomyelitis vaccines were not without problems, though, especially initially. The Sabin version was more effective and easier to administer, but in very rare cases (1 in 2.9 million), it could produce a form of polio. It was abandoned in the U.S. by 2000. <br /><br />The Sabin vaccine required three doses, given six to eight weeks apart. In Richmond, Sunday vaccine drives were organized in the 1960s, leading to widespread city vaccination rates. <br /><br /></p>

Cover title: Suggestions for Institution Visitors.<br /><br />A small volume that offers guidelines or suggestions for those undertake the investigaton of county poorhouses, public hospitals, asylums for the insane, children's homes, and industrial schools (homes for wayward girls and boys). <br /><br />A chapter titled "Homely Hints" supplies remedies for typical institutional problems such as bedbugs, roaches, vermin, ringworm, scabes, and sore eyes.<br /><br />The final chapter addresses the need for standards by which such institutions may be evaluated. <br /><br />Throughout, Lathrop encourages the visitor/inspector to keep an open mind while being friendly, knowledgeable, confident and persistent. This advice was very much in keeping with Lathrop's own methods. <br /><br />Excerpts: <br /><br />p. 6 "If you meet superintendents in a candid and friendly spirit, they will probably meet you in the same spirit. They usually want to do their duty and they doubtless have many difficulties you do not see. Like the rest of the world, they will probably welcome the visits of intelligent, good-natured, reasonable persons who want to know them and who through various avenues of influence may be able to help them.<br /><br />Try to understand, then, first of all, the official point of view and the official difficulties. A critical, suspicious bearing will defeat your purpose to learn the facts."<br /><br />p. 7-8 "In many counties the superintendency of the county poorhouse and farm is let annually to the lowest cash bidder. In some counties the care of the poor is contracted for at a set price per head--the contract going to the lowest bidder....It is not Utopian to look forward to a period when the superintendent of such an institution shall be specially trained for such work, appointed on his merits and kept as long as he is a good officer."<br /><br />p.31 "There is a growing feeling that the State should recognize its own profound responsibility toward every child who, because of defect, or neglect, or poverty, or delinquency, cannot be protected and reared by its natural guardians. Any institution for children which is supported by public funds in whole or in part, or which solicits funds from the public, should welcome intelligent scrutiny."<br /><br />p.37-38 "It may be noted that corporal punishment is the one form of discipline which every inmate has probably known before entering the institution, and that it has, <em>prima facie,</em> failed of a satisfactory result."<br /><br />p. 44 "And, finally, may we offer this legend: To be good-tempered, to be just, to be patient, to be persistent, to be courageous and, again, to be good-tempered." <br /><br />

Venereal disease bulletin, no. 54. <br />Public health pamphlet arguing that prostitution spreads venereal disease and cannot be "segregated, licensed, and made sanitary." <br /><br />Excerpt: <br /><br />"But every investigating committee that has reported on conditions in any large American city has condemned the whole buisness, although its members were often in favor of segregation when they began to investigate. <br /><br />The American army has tried all systems. General Pershing writes:<br /><br />Many of us who have experimented with licensed prostitution or kindred measures, hoping thereby to minimize the physical evils, have been forced to the conclusion that they are really ineffective, Abraham Flexner has argued the case so convincingly that on the scientific side it seems to me there is no escape from the conclusion that what he terms 'abolition' as distinguished from 'regulation' is the only effective mode combating this age-long evil. <br /><br />Don't be misled by underworld arguments.<br /><br />The <em>Evidence </em>is all against the red light."

Published by Commission on Interracial Cooperation (CIC), The Southern Frontier was a monthly newsletter, first issued in January, 1940. <p>Lantern slide. Image taken in Richmond, Va in 1907. <br /><br />The Richmond Health Department formed in 1906. One of its early initiatives (1907) was to investigate 433 cases of typhoid fever, creating the city’s first systematic study of infectious disease. In 1908, Dr. Ernest C. Levy (1868–1938), head of the Richmond Health Department, published the survey findings in <a href="https://babel.hathitrust.org/cgi/pt?id=mdp.39015076672446;view=2up;seq=336" target="_blank" rel="noreferrer noopener"><em>The Old Dominion Journal of Medicine and Surgery</em></a>. Dr. Levy discussed the generally declining rate of typhoid fever cases in Richmond from 1880 to 1907 but noted several outbreaks of the disease in 1881, 1884 and 1900.<br /><br />While one cluster of outbreaks in Church Hill was determined to come from a typhoid-infected confectioner, a larger proportion of cases were from properties on the outskirts of the city that generally used well water and lacked sewage systems. </p>

An account of the resource
This article reports on the Virginia Church Conference on Race Relations held October 28, 1930 at St. Paul's Episcopal Church in Richmond, Va. The theme of the conference was "Facing the Facts with a Christian Program." Dr. Ben Lacy, Jr. President of Union Theological Seminary, presided over the gathering of leaders of white church groups in Virginia, and representative of Virginia schools and colleges. <br /><br />Speakers presented findings of "The Negro in Richmond, Virgina" a study completed by the Negro Welfare Suvey Committee in 1929. Topics such as housing, education, community health and infant mortality were discussed. Other matters covered included the possible re-release of "Birth of a Nation" as a sound film, lynchings, and interracial cooperation. The Hon. John Pollard, Governor of the Commonwealth and Dr. Robert R. Macauley, originally published in the New York <em>World.</em> Republished here in <em>Cartoons Magazine</em>, vol. 3, no. 4 (April 1913), p. 226. <br /><br />A skeletal spectre waits outside an office with a plaque labelled "Dr. Friedman." <br /><br />Friedrich Franz Friedmann was a tuberculosis researcher in Berlin who came to New York City in 1913 to give what he called the "turtle vaccine" to people who came to his clinic. The New York City Board of Health rejected his claims and the clinic was closed.</span>

<span>This pamphlet is specifically designed to educate the spouses, significant others, and family members of World War I soldiers on the topic of venereal disease. <br /><br />Excerpts: <br /><br />Page 2, paragraph 2 : "When men and girls are changing their occupations and ways of life, when war disciplines are being removed and when spirits are buoyant, the greatest temptations to self indulge amid dangerous pleasures occur. Cities and towns throughout the country face now the most important crisis -- the biggest emergency yet encountered in the fight against veneral disease.<br /><br />WHAT THE WAR HAS TAUGHT US<br /><br />'Our ignorance and failure in handling the problem of veneral diseases constitute the greatest crime of American civilization. This is the clearest lesson of the war'. "<br /><br />Page 4, paragraph 2 : "Now the returning soldiers, who have been given intelligent protection and wholesome recreation, are to be turned back to the civil communities. The federal government must, of nessecity, in the next few months, give up its wartime control. These men are <em>your </em>responsibility now."<br /><br />Page 8, paragraph 3 : "With war's final end, many war buildings, war jobs, and institutions will go to the scrap heap. But every item in the program of veneral disease control is as necessary to successful peace as to successful war. Don't scrap your patriotism and community spirit in this manner. There should be no peace for prostitution, no truce for the 'tenderloin', no armistice with veneral disease. Make your blows knockouts against vice. The soldiers, <em>when they come home </em>from the trenches, will be the first to join you in your fight."</span>

Handbill published by the New York State Woman Suffrage Association. <br /><br />Excerpts: <br /> <br />"WOMEN IN THE HOME <br /><br />We are forever being told that the place for women is in the HOME. Well, so be it. But what do we expect of her in the home? Merely to stay in the home is not enough. She is a failure unless she does certain things for the home. She must make the home minister, as far as her means allow, to the health and welfare, moral as well as physical, of her family, and especially of her children. She, more than anyone else, is held responsible for what they become. <br />SHE is responsible for the cleanliness of her house. <br />SHE is responsible for the wholesomeness of the food. <br />SHE is responsible for the children's heath. <br />SHE, above all, is responsible for their morals, for their sense of truth, of honesty and decency, for what they turn out to be. <br /><br />How Far Can the Mother Control These Things?" <br /><br />Handbill goes on to argue that the elected city officials control many of the conditions that threaten children and families. These officials are elected by men, who must therefore share in the responsibility for these unsafe conditions.<br /><br />"In fact, MEN are responsible for the conditions under which the children live, but we hold WOMEN responsible for the results of those conditions. If we hold women responsible for the results, must we not, in simple justice, let them have something to say as to what these conditions shall be? There is one simple way of doing this. Give them the same means that men have. LET THEM VOTE.<br /><br />Women are, by nature and training, housekeepers. Let them have a hand in the city's housekeeping, even if they introduce and occasional house-cleaning."
