"The great American Congress felt the pulse of the Nation. It has charged the Federal Board for Vocational Education with the specific task of reeducating, retraining all disabled soldiers and sailors to take their place in the world as independent, self-supporting citizens. YOU, the employers of America, are charged with the duty of cooperation."
