A dour woman named "Anti-Suffrage" sits on the steps to block several young girls from leaving a house. Outside, girls from states where women have the vote (California, Illinois, Colorado, Wyoming, Montana, etc.) are holding hands and playing a circle game. A young girl in pilgrim costume (Massachusetts) is peering outside.
