"In a study carried out under the Carnegie Foundation the replies from THREE HUNDRED AND FIFTY JUDGES exercising jurisdiction in Naturalization Courts WERE TWO TO ONE IN FAVOR OF NATURALIZING WOMEN AS INDIVIDUALS and practically TWO TO ONE IN FAVOR OF ALLOWING AN AMERICAN WOMAN TO RETAIN HER CITIZENSHIP REGARDLESS OF MARRIAGE TO AN ALIEN."
