A man with a bowler hat, cane, and cigar looks down at a small barefoot boy standing next to his mother. The mother and child are not so well dressed as the man. 

Caption: "Why don't you put this boy to work in the factory with your other children?" 
"I thought I'd try to raise ONE." 

In an oval at bottom right of the page, two children wrapped in rags against the cold look up at the cartoon.
